  (i) uses pipe 12 inches or more, and ii) has an operating pressure of 2,000 kpa or more; or
  (d)  meets criteria as prescribed

• transmission line projects involving more than 2 km of line and which:
  (1) Are capable of operating at a nominal voltage level of 115 kV.
  (2) Are capable of operating at a nominal voltage level
  higher than 115 kV and less than 500 kV and which
  involve less than 50 km of line
