Amending O. Reg. 489/20

(GRANTS FOR STUDENT NEEDS - LEGISLATIVE GRANTS FOR THE 2020-2021 SCHOOL BOARD FISCAL YEAR)

1. The French version of Ontario Regulation 489/20 is amended by striking out “financement de stabilisation” wherever it occurs and substituting in each case “stabilisation du financement”.

2. Subsection 2 (1) of the Regulation is amended by adding the following definition:

“2021-2022 grant regulation” means Ontario Regulation 616/21 (Grants for Student Needs - Legislative Grants for The 2021-2022 School Board Fiscal Year) made under the Act; (“règlement sur les subventions de 2021-2022”)

3. The Table to subsection 21 (1) of the Regulation is revoked and the following substituted:

4. Subparagraphs 2 iii, 2 iv, 4 iii and 4 iv of subsection 27 (3) of the Regulation are amended by striking out “in the subject of French” wherever it appears and substituting in each case “in a subject other than French”.

5. (1) Paragraph 3 of subsection 37 (5) of the Regulation is amended by striking out “subsection 52 (7)” and substituting “subsection 52 (6)”.

(2) Paragraph 5 of subsection 37 (9) of the Regulation is amended by striking out “subsection 52 (7)” and substituting “subsection 52 (6)”.

6. (1) Subsection 39 (1) of the Regulation is amended by adding the following paragraph:

6.1 Determine the current fiscal year’s summer school average daily enrolment of other pupils, counting only pupils who are described in clause (a) of the definition of “other pupil” in subsection 1 (2) of the current fiscal year’s A.D.E. regulation.

(2) Paragraph 7 of subsection 39 (1) of the Regulation is amended by striking out “paragraphs 1 to 6” and substituting “paragraphs 1 to 6.1”.

7. The Table to section 49 of the Regulation is revoked and the following substituted:

8. Paragraphs 16 to 21 of section 51 of the Regulation are revoked and the following substituted:

16. Take the lesser of the amounts determined under paragraphs 14 and 15.

9. (1) Subsection 52 (1) of the Regulation is amended by adding the following paragraph:

(2) Paragraph 1 of subsection 52 (3) of the Regulation is revoked and the following substituted:

1. Take the amounts determined under paragraphs 1, 2 and 6 of subsection 49 (1) of the 2019-2020 grant regulation.

(3) Subsection 52 (4) of the Regulation is amended by adding the following paragraphs:

5. For the purposes of January 2021, multiply the amount determined under paragraph 4 by the number of school days set out in Column 2 of the Table to subsection (9) for the board, and divide the resulting amount by 20.

6. For the purposes of February 2021, multiply the amount determined under paragraph 4 by the number of school days set out in Column 3 of the Table to subsection (9) for the board, and divide the resulting amount by 19.

7. For the purposes of March 2021, multiply the amount determined under paragraph 4 by the number of school days set out in Column 4 of the Table to subsection (9) for the board, and divide the resulting amount by 23.

8. For the purposes of April 2021, multiply the amount determined under paragraph 4 by the number of school days set out in Column 5 of the Table to subsection (9) for the board, and divide the resulting amount by 15.

9. For the purposes of May 2021, multiply the amount determined under paragraph 4 by the number of school days set out in Column 6 of the Table to subsection (9) for the board, and divide the resulting amount by 20.

10. For the purposes of June 2021, multiply the amount determined under paragraph 4 by the number of school days set out in Column 7 of the Table to subsection (9) for the board, and divide the resulting amount by 19.

11. Total the amounts determined under paragraphs 5 to 10.

12. Subtract the amount determined under paragraph 11 from the amount determined under paragraph 4.

(4) Section 52 of the Regulation is amended by adding the following subsection:

(9) The fuel adjustment amount is determined as follows:

1. For January to June months in the fiscal year, calculate an amount using the following formula:

A ÷ 194 × – 0.12 × B × (1 – C)

in which,

“A” is the amount determined under paragraph 4 of subsection (3);

“B” is the total number of days specified for the board in Column 8 of the Table to this subsection; and

“C” is the percentage specified for the board in Column 9 of the Table to this subsection.

EarlyON child and family centres capital projects amount

65. The EarlyON child and family centres capital projects amount is the total of the amounts determined as follows for the EarlyON child and family centres capital projects set out for the board in Table 44 of the 2021-2022 grant regulation:

(2) Clause (b) of the definition of “I” in section 65 of the Regulation is revoked and the following substituted:

(b) the amount specified for the project in Table 44 of the 2021-2022 grant regulation, and

16. Paragraph 3 of section 69.1 of the Regulation is amended by adding the following subparagraph:

v. The sum of the amounts determined under subsections 52 (4) and (9).

17. Subsection 72 (1) of the Regulation is amended by adding the following paragraph:

1.1 Add the amount of the board’s adjustment for declining enrolment for the current fiscal year.

18. Paragraphs 3 and 4 of subsection 73 (2) of the Regulation are revoked and the following substituted:

3. Subtract the curriculum and assessment implementation amount and the internal audits amount (part of the administration and governance allocation).

4. In the case of a French-language district school board, add the product of the current fiscal year’s day school average daily enrolment of elementary school pupils and $184.02.

19. (1) Clause 78 (7) (b) of the Regulation is revoked and the following substituted:

(b) $3,561.
