3. Despite subsection 150 (13) of the Municipal Act, 2001, a by-law of an old municipality or a local board of an old municipality, including all amendments to the by-law, to which that subsection applies, expires on the later of five years after the day on which it comes into force and January 1, 2003 unless the by-law is repealed earlier.
