HONORARIA FOR BOARD MEMBERS

Term of office
1. For the purpose of this Regulation, a year of a member’s term of office begins on November 15 and ends on the following November 14.
Honorarium for members of district school boards, 2025-2026
2. In respect of the year beginning on November 15, 2025 and ending on November 14, 2026, a district school board shall pay to a member of its board an honorarium for that year of the member’s term of office in the amount that would have been determined for the member under Ontario Regulation 357/06 (Honoraria for Board Members) made under the Act and the board’s policy, as they read on September 21, 2026.
Honorarium for members of district school boards, November 15, 2026 and later
3. (1) For a term of office beginning on November 15, 2026 or later, a district school board shall pay to a member of its board an honorarium for each year of the member’s term of office consisting of the following amounts:
1. For a member of the board, including the chair and vice-chair, an amount that is the lesser of,
i. $9,000, and
ii. the total of the base amount and the enrolment amount determined by the board for its members for the 2025-2026 year of the term of office under Ontario Regulation 357/06 (Honoraria for Board Members) made under the Act and the board’s policy, as they read on September 21, 2026.
2. For the chair of the board, an additional amount of $1,000.
3. For the vice-chair of the board, an additional amount of $500.
(2) If, as of September 21, 2026, a district school board was subject or deemed to be subject to a vesting order under subsection 230.3 (1) of the Act, the amount for the purpose of subparagraph 1 ii of subsection (1) shall be the total of the base amount and the enrolment amount determined by the board for its members under Ontario Regulation 357/06 and the board’s policy, as they read,
(a) immediately before the vesting order was made under subsection 230.3 (1) of the Act; or
(b) if the vesting order was originally made under subsection 257.31 (2) of the Act, as it read on November 19, 2025, immediately before that vesting order was made.
Honorarium policy
4. (1) A district school board shall establish a policy, on or before October 15 in the year in which a term of office begins, that sets out the amount of the honorarium determined under section 3 that will be paid to its members, chair and vice-chair during the term of office.
(2) The board shall publish its honorarium policy on a board website.
(3) The board shall publish on a board website, by November 16 in each year, the amount of the honorarium that was paid to each member of a board in the preceding year of the member’s term of office, and the amount for each year shall remain on the board website for the member’s entire term of office.
Honorarium for members of school authorities
5. (1) A school authority may pay to its members an honorarium at the same rate and on the same conditions as the allowance that was being paid to its members on December 1, 1996.
(2) If a school authority was paying an amount as an additional allowance to its chair or vice-chair on December 1, 1996, the school authority may pay that amount as an additional honorarium to its chair or vice-chair, at the same rate and on the same conditions as applied on December 1, 1996.
Service for partial year
6. The honorarium amount for a board member who serves for a partial year shall be determined by prorating the amount determined under section 3 or 5, as the case may be, according to the time served by the member during the year of the term of office.
Reduction for breach of code of conduct
7. For the purposes of paragraph 2 of subsection 218.3.1 (1) of the Act, the maximum amount of a reduction from a member’s honorarium for a breach of the board’s code of conduct is 25 per cent of the amount the board would otherwise pay to the member for the year of the term of office in which the breach occurred.
Boards subject to vesting order
8. If a board is subject to a vesting order made or deemed to be made under subsection 230.3 (1) of the Act, the Minister or a person appointed under subsection 230.15 (2) of the Act may, while the board is subject to the vesting order,
(a) reduce the honorarium amount for members of the board; or
(b) determine that an honorarium will not be paid to members.
