Subject to the approval of the Lieutenant Governor in Council, the Minister may pay in any year, pursuant to a request from a board, in addition to the grant payable under the General Legislative Grants Regulation for such year, a special grant to such board where the General Legislative Grant otherwise payable to the board has placed or will place, in the opinion of the Minister, an undue burden upon all the ratepayers or supporters of the board or upon such of them as are assessed in a particular municipality or locality within the area of jurisdiction of the board.
