SADIE (Special Authorization Digital Information Exchange)
SADIE x EMR
- Prescribers can submit EAP requests by launching SADIE directly from participating community-based electronic medical record (EMR) systems.
- EAP response letters can be electronically sent to community-based EMRs.

What is SADIE
SADIE is a secure online digital platform for Ontario healthcare professionals to submit and manage:
- Ontario Drug Benefit (ODB) Program Exceptional Access Program (EAP) drug requests
- Ontario Disability Support Program (ODSP) Disability Determination Packages
- Blood Glucose Test Strips reimbursement requests
- Inherited Metabolic Diseases program registrations
Who can use SADIE
- Ontario Physicians and Nurse Practitioners (i.e., “prescribers”)
- Support Staff (e.g., Drug Access Navigators, Office Staff, Patient Support Programs) can be added as:
- Delegates: can complete and submit requests on prescribers’ behalf
- Designates: can prepare requests for prescribers’ review and submission

How to access SADIE EAP via EMR
Prescribers (Doctors/Nurse Practitioners)
You need:
- SADIE EAP application on your EMR’s ONE ID Access Toolbar
- OHIP billing number
Already have both?
- Launch SADIE EAP directly from your EMR software’s ONE ID Access Toolbar
- No additional login credentials or separate website
- Patient and practice location auto-populate
- EAP response letters viewable in the EMR
No SADIE EAP application in your EMR?
Ask your EMR provider for the SADIE update.
How to access SADIE via online portal
Prescribers (Doctors/Nurse Practitioners)
You need:
- An OPS BPS Secure account.
- An OHIP Billing Number.
Already have both?
- Log in to SADIE via the OPS BPS Secure portal.
- On the OPS BPS Secure Log in screen enter your ID (your OPS BPS Secure email address) and password, then select the Sign In button.
- From the drop-down menu, select: “Special Authorization Digital information Exchange”.
- Select the “Exceptional Access Program (EAP) or Ontario Disability Support Program (ODSP)” link from the Program Selection screen, then review the SADIE Acceptable Use Policy. If you agree, click the Accept button and the SADIE Home Page displays.
Need an OPS BPS Secure account?
If you have an OHIP billing number:
- Fill out the Change of Address for Health Care Professionals form and send by either:
- Email ProviderRegistration.MOH@ontario.ca
- subject: SADIE Access
- body: Request for unique identifiers for SADIE access
- Fax to
613-545-5848 - write ‘Request for unique identifiers for SADIE access’ on the form.

If you don’t have an OHIP billing number:
- Fill out the Application for OHIP Billing Number for Health Care Professionals form and send by either:
- Email ProviderRegistration.MOH@ontario.ca
- subject: SADIE Access
- body: Request for OHIP billing number for and unique identifiers for SADIE access.
- Fax to

For both situations above:
- If you have provided your email address on the form, your package will be emailed using the Ontario Citizen Direct Secure Email.
- If you have not provided an email address on the form, your package will be mailed.
- Processing time is within 15 business days.
Delegates and Designates
To work on behalf of a prescriber:
- The prescriber must add you as a designee in OPS BPS Secure. See Chapter 12 of the “SADIE User Guide”.
- Then, the prescriber or an existing delegate must add you in SADIE. See Chapter 13 of the “SADIE User Guide”.
You’ll receive emails to complete your registration and can then log in to SADIE. See Chapter 1 of the “SADIE User Guide” for detailed login instructions.
Note: If you assist more than one prescriber with EAP or ODSP requests, each prescriber must add you as their delegate or designate.

- The prescriber/a current delegate must add you as a delegate or designate in SADIE by selecting “Menu” => “Profile Management” button from the SADIE home screen. See Chapter 13 of the “SADIE User Guide”.

I have an OPS BPS Secure account, but another prescriber needs to assign me as their delegate or designate in OPS BPS Secure and SADIE.
Prescriber Actions:
- The other prescriber must add you as an OPS BPS Secure designee under their OPS BPS Secure Account.
- Then, they/a current delegate must add you as a delegate or designate in SADIE. Instructions on how to add a delegate or designate in OPS BPS Secure can be found in Chapter 12, and SADIE in Chapter 13 of the “SADIE User Guide”.
Your (Designee) Actions:
- You will receive an email from OPS BPS Secure with the subject line “Please Confirm Designated Access/ S’il vous plaît confirmer l’accès désigné.”
- Follow the link in this email to confirm your designation.
- After you are added as a delegate or designate, you can log in to SADIE. See Chapter 1 of the “SADIE User Guide”.
I do not have an OPS BPS Secure account
Prescriber Actions:
- A prescriber must add you as an OPS BPS Secure designee under their OPS BPS Secure account for you to complete your OPS BPS Secure designation. See Chapter 12 of the “SADIE User Guide”.
- Then the prescriber/a current delegate must add you as a delegate or designate in SADIE. See Chapter 13 of the “SADIE User Guide”.
Your (Designee) Actions:
- After your prescriber adds you as their OPS BPS Secure designee, you will receive three emails from OPS BPS Secure as you complete your account registration.
- Follow the link in the email with the subject line “Access created/Accès créé” to register for your OPS BPS Secure account.
- Next, follow the link in the email with the subject line “Please Confirm Designated Access/S’il vous plaît confirmer l’accès désigné" to validate your email in OPS BPS Secure and follow the prompts to complete your OPS BPS Secure designation.
- The email with the subject line “Designation Confirmation” confirms that you have been successfully registered as an OPS BPS Secure designee.
- You can find detailed delegate and designate confirmation instructions in Chapter 12 of the “SADIE User Guide”.
After you are added as a delegate or designate, you can log in to SADIE. Find detailed login instructions in Chapter 1 of the “SADIE User Guide”.
I didn’t receive my unique identifiers for OPS BPS Secure to access the SADIE portal
- Physicians will find their two unique identifiers in their OHIP Billing Number Confirmation letter. Nurse practitioners do not receive two unique identifiers when registering with the Ministry.
- Nurse practitioners and physicians that require the unique identifiers for SADIE access can send an email to ProviderRegistration.MOH@ontario.ca or Fax
613-545-5848 to request unique identifiers.
OPS BPS Secure “Access Denied” system message - Prescriber
If you are a prescriber and encounter an “Access Denied” message after:
- Logging into OPS BPS Secure
- Selecting SADIE from the drop-down menu on the Services and Administration page
- Clicking the ‘Access Service’ button
Please ensure you are logged in using your own OPS BPS Secure ‘solo provider’ account. Access may be denied if you're using other credentials, such as a Group account.
- It is also possible that your password for your OPS BPS Secure account has expired and you may need to reset the password using the link on the OPS BPS Secure login screen.
- Once logged into OPS BPS Secure with your own credentials, you should have the option to select the SADIE service from the drop-down.

OPS BPS Secure “Access Denied” system message - Designees
- If you see an “Access Denied” message when trying to log into your OPS BPS Secure account, ensure that you have not bookmarked the OPS BPS Secure page directly. Instead, bookmark the SADIE Homepage www.Ontario.ca/SADIE and select the SADIE Login button.
- In order for you to access SADIE, the prescriber you are working on behalf of must add you as a designee under their OPS BPS Secure account and add you as a delegate or designate in the SADIE portal.

I am receiving a “cannot submit” message
- Users with certain license conditions will not be able to submit requests through SADIE. The restrictions are that the prescriber:
- is deceased
- is retired
- has their license suspended
- A person logging in under a profile with one of the above license restrictions will be able to login and create a request but will be prevented from submitting. If you believe this is not correct, contact Provider Registration to update your information at ProviderRegistration.MOH@ontario.ca or fax to
613-545-5848 . - To submit your EAP request while this is being addressed, please continue to follow the existing fax process using the standard form.
I am a delegate trying to access SADIE from my EMR
- Delegates and designates are not currently authorized to access SADIE from the EMR. They can continue to initiate and manage EAP requests from the SADIE online portal.
Can I still fax EAP requests?
- You can still submit EAP requests by fax.
- We encourage you to submit requests through SADIE, as results have shown 75% fewer requests for additional information, and EAP decision times have been cut by an average of 50% compared to faxed requests.
Can I submit ODSP requests through my EMR?
- Only EAP requests can be submitted through SADIE launched from the EMR.
SADIE is not displaying properly on my smart phone or tablet
- You can use SADIE on smartphones and tablets. If you are using a large font display, message text may occasionally be misaligned. Switching to landscape mode usually resolves this issue.
- SADIE is accessible via any web browser — no special software is needed. For optimal performance, it is recommended to use an up-to-date version of Google Chrome. Other browsers are also supported (except Internet Explorer); but outdated versions may cause unexpected issues and could affect your ability to submit requests.
Is SADIE available in French?
- Due to its technical nature and limited targeted audience, this application has been exempted from translation under the French Language Services Act as per O. Reg. 671/92. Prescribers can fax EAP requests in French to
