Notice of Default in Complying with the Corporations Tax Act

The Director has been notified by the Minister of Finance that the following corporations are in default in complying with the Corporations Tax Act.

Notice Is Hereby Given under subsection 241(1) of the Business Corporations Act, that unless the corporations listed hereunder comply with the requirements of the Corporations Tax Act within 90 days of this notice, orders will be made dissolving the defaulting corporations. All enquiries concerning this notice are to be directed to Ministry of Finance, Corporations Tax, 33 King Street West, Oshawa, Ontario L1H 8H6.

Cancellation of Certificate of Incorporation (Corporations Tax Act Defaulters)

Notice Is Hereby Given that, under subsection 241(4) of the Business Corporations Act, the Certificate of Incorporation of the corporations named hereunder have been cancelled by an Order for default in complying with the provisions of the Corporations Tax Act, and the said corporations have been dissolved on that date.

Cape Town Convention

The Unidroit Convention on International Interests in Mobile Equipment and the Protocol to the Convention on International Interests in Mobile Equipment in Matters Specific to Aircraft Equipment come into force in Ontario on 1 April 2013.

The regulations pursuant to the Protocol dealing with the operation of the International Registry are online at http://www.icao.int/publications/Documents/9864_4ed.pdf.

This notice is given under section 13 of the International Interests in Mobile Equipment Act, 2002.

FSCO Priorities

March 30, 2013

RE: Financial Services Commission of Ontario Priorities – Request for Submissions

The Financial Services Commission of Ontario Act, 1997 (FSCO Act) requires the Financial Services Commission of Ontario (FSCO) to deliver to the Minister of Finance and publish in The Ontario Gazette, a statement setting out its proposed priorities for the coming fiscal year in connection with the administration of:

• the Insurance Act,
• the Compulsory Automobile Insurance Act,
• the Motor Vehicle Accident Claims Act,
• the Prepaid Hospital and Medical Services Act,
• the Co-operative Corporations Act,
• the Credit Unions and Caisses Populaires Act,
• the Loan and Trust Corporations Act,
• the Mortgage Brokerages, Lenders and Administrators Act,
• the Pension Benefits Act, and
• the Registered Insurance Brokers Act,

together with a summary of the reasons for the adoption of those priorities.

In keeping with the FSCO Act and FSCO’s goal of furthering transparency in the regulatory process, FSCO invites interested parties to make written submissions regarding their views as to the matters that should be identified as priorities of FSCO.

The draft 2013 Statement of Priorities will be posted on the FSCO website on April 3, 2013, at www.fsco.gov.on.ca . For paper copies, please contact:

Order in Council

Whereas pursuant to subsection 2(1) of the Executive Council Act, R.S.O 1990, c. E.25, a member of the Executive Council has been appointed under the Great Seal to hold office as the Chair of the Management Board of Cabinet;

And Whereas the member of the Executive Council so appointed has also been designated Chair of the Treasury Board pursuant to subsection1.0.3 (1) of the Financial Administration Act, R.S.O 1990, c. F.12;

Therefore, Pursuant To subsections 2 (2), 5 (1) and 8 (1) of the Executive Council Act, and despite any provision of a statute or Order in Council:

Administration of statutes

1. The ministerial responsibility for the administration of the Financial Administration Act, in respect of sections 1.0.1 to 1.0.10, is hereby assigned and transferred from the Minister of Finance to the Chair of the Management Board of Cabinet.
2. The administration of the statutes set out in the Appendix to this Order in Council is hereby assigned to the Chair of the Management Board of Cabinet.

Previous Orders in Council

3. Order in Council O.C. 1568/2011 dated December 7, 2011 and published in The Ontario Gazette on December 17, 2011, as amended, is hereby amended and shall be interpreted accordingly.
4. Order in Council O.C. 1483/2005 dated September 21, 2005 and published in The Ontario Gazette on October 8, 2005 is hereby revoked.

On the recommendation of the undersigned, the Lieutenant Governor, by and with the advice and concurrence of the Executive Council, orders that:

Order in Council

Whereas the Government of Ontario wishes to create a single centre of excellence for supply chain management based in the Ministry of Government Services in order to enhance supply chain programs for both the Ontario Public Service (Ops) and the broader public sector (Bps) by consolidating accountability for procurement policy, improving consistency in communications among buyers and sellers, and better positioning Ontario to pursue opportunities to aggregate Ops/Bps purchasing power;

And Whereas the Government of Ontario wishes to transfer the BPS Supply Chain Secretariat and the OntarioBuys program from the Ministry of Finance to the Ministry of Government Services;

And Whereas in order to facilitate the transfer of the Secretariat and the program it is necessary and convenient to assign and transfer certain ministerial powers, duties, functions and responsibilities and the ministerial responsibility for the administration of parts of a statute under the Executive Council Act, R.S.O 1990, c. E.25;

Therefore, Pursuant To subsections 2 (2), 5 (1) and 8 (1) of the Executive Council Act, and despite any provision of a statute or Order in Council:

Transfer of ministerial powers, duties, etc.

1. The Minister of Government Services shall exercise the powers and perform the duties, functions and responsibilities in respect of section 1.0.19 of the Financial Administration Act, R.S.O 1990, c. F.12 that were previously assigned to the Minister of Finance under Order in Council O.C. 1568/2011dated December 7, 2011, and such powers, duties, functions and responsibilities are hereby assigned and transferred accordingly.

Administration of statutes

2. The ministerial responsibility for the administration of the Financial Administration Act, in respect of section 1.0.19 and clause 38 (1) (a.3), is hereby assigned and transferred from the Minister of Finance to the Minister of Government Services.

3. Order in Council O.C. 1619/2008 dated September 17, 2008 and published in The Ontario Gazette on September 27, 2008 and Order in Council O.C. 1568/2011 dated December 7, 2011 and published in The Ontario Gazette on December 17, 2011, as amended, are hereby amended and shall be interpreted accordingly.

Effective date

4. This Order in Council is effective on the later of April 1, 2013 and the day it is made.
