New Identification Services for Personal Property Security Registration (PPSR) Users

ServiceOntario has implemented new identification requirements designed to strengthen consumer protection, while protecting the interests of secured creditors and improving the integrity of the public record.

THE PROCESS

If you are an Access Now credit card user and wish to register a Discharge, Partial Discharge, or an Amendment to reduce the registration period or obtain PPSR services using a PPSR Deposit Account, you will be required to complete the following process:

For selected registration transactions:

To register a Discharge, Partial Discharge or an Amendment that reduces the registration period, you must attend one of the selected ServiceOntario centres or Land Registry Offices for an in-person identification process.  You will be required to present acceptable identification documents, provide details of the transaction you wish to register and, if applicable, provide payment by cheque, payable to “Minister of Finance.”  Please note: payment by money order will not be accepted and the transaction will not be completed during the in-person process.  The information provided by you will be forwarded to the head office of the Companies and Personal Property Security Branch for processing.  Please refer to the information below for a description of acceptable identification documents and available service locations.

For opening a PPSR Deposit Account:

To open a PPSR Deposit Account you must attend one of the selected ServiceOntario centres or Land Registry Offices for an in-person identification process.  You will be required to present acceptable identification documents, the completed PPSR Application for Deposit Account and PPSR Direct Access Application forms and an initial deposit requirement of $500 in the form of a certified cheque payable to “Minister of Finance”. Please note: Money Orders will not be accepted. Please select Application for a Web Account to obtain these forms.  Please note: the Deposit Account will not be established during the in-person process.  The information provided by you will be forwarded to the head office of the Companies and Personal Property Security Branch for processing.  Please refer to the information below for a description of acceptable identification documents and available service locations.
 
For either of the above services, the staff at the Land Registry Office or ServiceOntario Centre will check to ensure that all required documentation is submitted, sign the Application with you, assign a tracking number, and securely forward your information to the head office of the Companies and Personal Property Security Branch for processing. THERE ARE NO ADDITIONAL FEES FOR COMPLETING THE IDENTIFICATION PROCESS

ACCEPTABLE TYPES OF IDENTIFICATION

To complete the process, you must show proof of identity by submitting two pieces of identification from the lists below.  All documents must be original and valid.  Photocopies and expired documents are not acceptable.  The following documents are acceptable:

Any one of the following documents may be used to satisfy the primary I.D. requirement:

  • Driver’s Licence (Canadian or U.S. only)        
  • Government  Employment Card
  • Military Employment Card
  • Age of Majority Card
  • Canadian Citizenship Card
  • Indian Status Card
  • Passport (Canadian or foreign)
  • Permanent Resident Card
  • Canadian Firearms Card
  • National Institute for Blind Card

Any one of the following documents may be used to satisfy the secondary I.D. requirement: 

  • Birth Certificate (Ontario only)
  • Baptismal Certificate
  • Hunting Licence 
  • Fishing Licence
  • Outdoors Card
  • Canadian Blood Donor’s Card
  • Immigration Papers

Please Note: If an applicant is unable to present one of the secondary documents listed above, the applicant may present a second document from the list of primary I.D.
