Personal Property Security Registration – Access Now online service

The Personal Property Security registration system is a public database and notice-filing system that is maintained under the Personal Property Security Act (PPSA) and Repair and Storage Liens Act (RSLA).  The purpose of the registration system is to provide information concerning collateral subject to a secured transaction.  Individual consumers and commercial customers can search the database to determine whether an item of personal property has been used to secure a loan or is subject to a lien.
 
Creditors who secure payment of a debt by taking a security interest in the personal property of their debtor register a financing statement under the PPSA.  Persons who repair or store articles and who, prior to receiving full payment give up possession of that article, register a claim for lien under the RSLA. 

Registering in the system pursuant to these Acts helps to establish priorities between individuals with competing interests in the same personal property, and in the case of a claim for lien, will also ensure that the non-possessory lien is enforceable against third parties.  Information is kept current through the registration of financing change statement (PPSA) or change statement (RSLA)

Registration and search services are available from 8:00 a.m. to 8:00 p.m EST. Monday to Friday, and for lien searches only from 9:00 a.m. to 5:00 p.m. EST on Saturdays.
