On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas Stephen Leach heads the Law Enforcement Complaints Agency, having been reappointed as full-time Complaints Director by Order in Council numbered O.C. 1141/2024;

And Whereas the Complaints Director shall be paid such remuneration and allowance for expenses as may be fixed by the Lieutenant Governor in Council, pursuant to subsection 131 (4) of the Community Safety and Policing Act, 2019;

Therefore, pursuant to subsection 131 (4) of the Community Safety and Policing Act, 2019, Stephen Leach shall be remunerated at the rate of $235,000 annually for the remainder of his term effective the date this Order in Council is made;

Further, Stephen Leach shall be reimbursed for reasonable work-related expenses while engaged in the business of the Law Enforcement Complaints Agency in accordance with the relevant directives, guidelines and policies of the Treasury Board and Management Board of Cabinet.

And further, Stephen Leach shall be eligible for benefits, including vacation, comparable to the benefit entitlements of OPS executives in the Senior Management Group, and is entitled to elect to participate in the Public Service Pension Plan in accordance with the provisions of the Plan.

And further, Order in Council numbered O.C. 206/2020 is hereby revoked effective on the date this Order in Council is made.
