Order in Council 937/2026
On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:
Whereas the Parkway Belt West Plan is deemed to be a development plan pursuant to subsection 22(1) of the Ontario Planning and Development Act, 1994;
And whereas the Parkway Belt West Plan was introduced in 1978 to reserve land for multi-purpose utility corridors, to act as an urban separator and provide a linked open space system across the Greater Toronto Area;
And whereas the Parkway Belt West Plan has protected lands for infrastructure corridors for
transportation and electricity transmission and open space systems, many of which have now been realized, and where the protection of these lands for their intended purposes is now managed by various provincially and municipally led policy and plan initiatives;
And whereas the Ministry of Municipal Affairs and Housing consulted publicly on the potential revocation of the Parkway Belt West Plan in 2022 as the Plan had become outdated relative to current provincial plans, and again in 2026 to streamline and reduce overlapping municipal and provincial processes;
And whereas the Minister of Municipal Affairs and Housing considered the submissions and recommendations on the proposed revocation, and has complied with all the requirements of the Ontario Planning and Development Act, 1994;
And whereas the Minister of Municipal Affairs and Housing is of the opinion that the revocation of the Parkway Belt West Plan is desirable;
Now therefore the revocation of the Parkway Belt West Plan is hereby approved under subsection 4(8) of the Ontario Planning and Development Act, 1994, effective July 1, 2026.
