The City of Ottawa plans to increase landfill capacity for the Trail Waste Facility in Ottawa.
The proposed strategy to manage residual waste is outlined in the City of Ottawa’s approved Solid Waste Management Plan (2024). The proposal will include adding 5.5 million cubic metres of landfill capacity for residential municipal waste which will extend the operating life of the landfill by 15 years.

The purpose of the environmental assessment is to identify alternatives and study the potential effects of the proposed project on the environment.
The City of Ottawa has submitted its proposed terms of reference for the proposed Trail Waste Facility optimization and waste capacity expansion project for a decision by the Minister of the Environment, Conservation and Parks.
A terms of reference is a work plan that outlines how the environmental assessment will be completed, including studies and consultation. Members of the public, agencies, Indigenous communities and other interested persons will have an opportunity to provide comments on the proposed terms or reference. Comments will be considered prior to the minister making a decision.
