Amending O. Reg. 347/02

(ACCREDITATION OF TEACHER EDUCATION PROGRAMS)

1. (1) Subsection 6 (1) of Ontario Regulation 347/02 is amended by adding “chair of the” before “Accreditation Committee”.

(2) Paragraph 1 of subsection 6 (2) of the Regulation is amended by adding “chair of the” before “Accreditation Committee”.

(3) Subsection 6 (4) of the Regulation is amended by adding “chair of the” before “Accreditation Committee” in the portion before clause (a).

(4) Subsection 6 (5) of the Regulation is amended by adding “chair of the” before “Committee”.

(5) Subsection 6 (6) of the Regulation is amended by adding “chair of the” before “Committee” wherever it appears.

(6) Subsection 6 (8) of the Regulation is amended by adding “chair of the” before “Committee”.

2. Clause 7 (a) of the Regulation is amended by adding “or of the chair of the Accreditation Committee” after “on the direction of the Accreditation Committee”.

3. Subsection 11 (1) of the Regulation is amended by adding “chair of the” before “Accreditation Committee”.

4. (1) Subsection 19 (1) of the Regulation is amended by striking out the portion before clause (a) and substituting the following:

Addition to program

(1) A permitted institution shall notify the Accreditation Committee before adding to an accredited program,

. . . . .

(2) Section 19 of the Regulation is amended by adding the following subsections:

(1.1) For the purposes of subsection (1), a permitted institution does not add to an accredited program by combining two of its accredited programs provided that the combined programs satisfy the requirements set out in subparagraph 1 v of subsection 1 (2).

(1.2) A permitted institution shall, at the time it provides notification under subsection (1),

(a) pay the application fee prescribed by the College by by-law; and

(b) submit a written self-appraisal report on the proposed addition to the program that indicates the ways in which the program, with the proposed addition, satisfies the requirements for accreditation under section 9.

(1.3) Following notification under subsection (1), the Accreditation Committee shall decide what additional application materials, if any, the permitted institution must provide to the Accreditation Committee, which may include any materials described in paragraphs 2 to 11 of subsection 10 (3), and for this purpose references to the program in subsection 10 (3) shall be read as references to the program with the proposed addition.

(1.4) The Accreditation Committee shall notify the permitted institution of its decision under subsection (1.3).

(4.1) The Accreditation Committee may issue an order amending the accreditation period of the program.

5. (1) Subsection 21 (1) of the Regulation is revoked and the following substituted:

Review, substantial change in program

(1) The chair of the Accreditation Committee may establish a panel for the purposes of considering whether a permitted institution has substantially changed the character, duration or components of a program, and direct the panel to find whether there is reason to believe that the permitted institution has done so.

(1.1) A panel established under subsection (1) is not an accreditation panel under section 6.

(1.2) The composition of a panel established under subsection (1) shall be determined as follows:

1. The panel must have at least two members.

2. At least one member of the panel must be a member of the Accreditation Committee who was appointed to the Council by the Lieutenant Governor in Council.

3. At least one member of the panel must be a member of the Accreditation Committee who is a member of the College and who was elected to the Council.

(1.3) If a panel established under subsection (1) finds that there is reason to believe that a permitted institution has substantially changed the character, duration or components of a program, the panel shall notify the Accreditation Committee and the permitted institution.

(1.4) Following notification under subsection (1.3), the Accreditation Committee shall decide what application materials, if any, the permitted institution must provide to the Accreditation Committee in addition to the fee required under clause (1.7) (a) and the report required under clause (1.7) (b).

(1.5) The additional application materials required under subsection (1.4) may include any materials described in paragraphs 2 to 11 of subsection 10 (3).

(1.6) The Accreditation Committee shall notify the permitted institution of its decision under subsection (1.4).

(1.7) Following notification under subsection (1.6), the permitted institution shall,

(a) pay the application fee prescribed by the College by by-law;

(b) submit a written self-appraisal report on the program that indicates the ways in which the program continues to satisfy the requirements for accreditation under section 9; and

(c) submit any additional application materials required by the Accreditation Committee under subsection (1.4).

(2) Subsection 21 (2) of the Regulation is amended by,

(a) striking out “subsection (1)” and substituting “subsection (1.3)”; and

(b) adding “established under section 6” after “accreditation panel”.

(3) Section 21 of the Regulation is amended by adding the following subsection:

(2.1) The members of the panel that provided a notice under subsection (1.3) shall not participate in the Accreditation Committee’s activities under subsection (2) and shall not be members of the accreditation panel mentioned in subsection (2).

(4) Clause 21 (6) (b) of the Regulation is revoked and the following substituted:

(b) to do one or more of the following:

(i) Add conditions for the continuing accreditation of a program of professional education.

(ii) Change conditions previously imposed on the accreditation of a program of professional education.

(iii) Change the accreditation period of a program of professional education.

Commencement

6. This Regulation comes into force on the day it is filed.
