Amending O. Reg. 413/23

(AMOUNT PAYABLE BY MUNICIPALITIES FOR POLICING FROM ONTARIO PROVINCIAL POLICE)

1. Section 4 of Ontario Regulation 413/23 is amended by adding the following paragraphs:

36. The following rules apply with respect to the Municipality of Sioux Lookout for the target year 2025:

i. Paragraphs 25 and 34 do not apply.

ii. When determining the amount that must be paid to the Minister of Finance under paragraph 35, the amounts referred to in that paragraph are to be discounted by 40 per cent.

37. The following rules apply with respect to the Township of Pickle Lake for the target year 2025:

i. Paragraphs 25 and 34 do not apply.

ii. When determining the amount that must be paid to the Minister of Finance under paragraph 35, the amounts referred to in subparagraphs 35 ii and vii are to be discounted by 95 per cent.

38. The following rules apply with respect to the City of Kenora for the target year 2025:

i. Paragraphs 25 and 34 do not apply.

ii. When determining the amount that must be paid to the Minister of Finance under paragraph 35, the amounts referred to in subparagraphs 35 ii and vii are to be discounted by 15 per cent.

2. Section 6 of the Regulation is amended by adding the following subsection:

(2.1) Despite subsection (2), for the purpose of determining the amount that the City of Dryden must pay the Minister of Finance pursuant to subsection 64 (1) of the Act for policing provided by the Commissioner during the target year 2025, the amount determined in accordance with that agreement shall be discounted by 5 per cent.

3. Section 9 of the Regulation is amended by adding the following subsection:

(1.1) Despite subsection (1), for the year 2025, the Minister of Finance shall apply a 10 per cent discount to the initial estimate and any updated estimates before sending a monthly account to each municipality. 

4. (1) Subsection 10 (1) of the Regulation is amended by adding “under this Regulation” after “owed by the municipality”.

(2) Section 10 of the Regulation is amended by adding the following subsection:

(4) For the purpose of performing calculations under this section, the actual amount owed by a municipality under this Regulation for the target year 2023 shall be reduced in accordance with the following rules:

1. The estimate in relation to the amounts owing in relation to overtime shall be reduced by 44 per cent.

2. After applying the discount in paragraph 1, the estimate in relation to the total amount owing shall be reduced by a further 3.75 per cent.

5. Section 11 of the Regulation is amended by adding the following subsection:

(4) For the purpose of performing calculations under this section, the actual amount owed by a municipality under this Regulation for the target year 2023 shall be reduced in accordance with the following rules:

1. The estimate in relation to the amounts owing in relation to overtime shall be reduced by 44 per cent.

2. After applying the discount in paragraph 1, the estimate in relation to the total amount owing shall be reduced by a further 3.75 per cent.
