Amending O. Reg. 176/10

(TEACHERS’ QUALIFICATIONS)

1. (1) Clause 26 (1) (b) of Ontario Regulation 176/10 is amended by striking out “and” at the end of subclause (iv) and by revoking subclause (v) and substituting the following:

(v) for a candidate for part 1 of the specialist qualification in any of the subjects listed in Schedule D that are set out in subsection (1.1), an entry for a qualification in the primary division, the junior division, the intermediate division in a general education subject listed in Schedule A, the senior division in a general education subject listed in Schedule A, grades 9 and 10 in a technological education subject listed in Schedule B or grades 11 and 12 in a technological education subject listed in Schedule B, and

(vi) for a candidate for part 1 of the specialist qualification in any of the subjects listed in Schedule D that are set out in subsection (1.1) who does not hold an acceptable post-secondary degree or qualifications the Registrar considers to be equivalent to such a degree, qualifications to be a teacher of Native languages; and

(2) Section 26 of the Regulation is amended by adding the following subsections:

(1.1) The Schedule D subjects referred to in subclauses (1) (b) (v) and (vi) are the following:

1. Actualisation linguistique en français/Programme d’appui aux nouveaux arrivants.

2. Anti-Black Racism.

3. Co-operative Education.

4. English as a Second Language.

5. Equitable and Inclusive Schools.

6. Guidance and Career Education.

7. Holocaust Education and Countering Antisemitism.

8. Integration of Information and Computer Technology in Instruction.

9. Media.

10. Music — Instrumental.

11. Music — Vocal, Intermediate and Senior.

12. Music — Vocal, Primary and Junior.

13. Reading.

14. Religious Education in Catholic Schools.

15. Special Education.

16. Teacher Leadership.

17. Teaching Students Who Are Blind.

18. Teaching Students Who Are Deaf-Blind.

19. Visual Arts.

20. Writing.

(1.2) Unless the candidate otherwise holds an acceptable post-secondary degree or qualifications the Registrar considers to be equivalent to such a degree, subclauses (1) (b) (i) and (ii) do not apply to a candidate who holds a general certificate of qualification and registration and the certificate includes qualifications,

(a) in grades 9 and 10 in a technological education subject listed in Schedule B or grades 11 and 12 in a technological education subject listed in Schedule B; or

(b) to be a teacher of Native languages.

(1.3) Unless the candidate otherwise holds an acceptable post-secondary degree or qualifications the Registrar considers to be equivalent to such a degree, subclause (b) (iii) does not apply to,

(a) a candidate of First Nation, Métis or Inuit ancestry who holds a general certificate of qualification and registration and the certificate includes qualifications in the primary and junior divisions; or

(b) a candidate who holds a general certificate of qualification and registration and the certificate includes qualifications to be a teacher of Native languages.

2. Subclause 28 (1) (a) (iii) of the Regulation is amended by striking out “listed in subclause 26 (1) (b) (v)” at the end and substituting “listed in subsection 26 (1.1)”.

3. (1) Clause 32 (1) (a) of the Regulation is revoked and the following substituted:

(a) the candidate,

(i) held an acceptable post-secondary degree or qualifications the Registrar considers to be equivalent to such a degree, or

(ii) did not hold an acceptable post-secondary degree or qualifications the Registrar considers to be equivalent to such a degree, but held a general certificate of qualification and registration and the certificate included qualifications,

(A) in grades 9 and 10 in a technological education subject listed in Schedule B and grades 11 and 12 in a technological education subject listed in Schedule B,

(B) in grades 9 and 10 in a technological education subject listed in Schedule B,  

(C) in the primary and junior divisions, if the candidate is of First Nation, Métis or Inuit ancestry, or

(D) to be a teacher of Native languages;

(2) Clause 32 (1) (b) of the Regulation is amended by adding “with respect to a candidate referred to in subclause (a) (i)” at the beginning.

(3) Subsection 32 (1) of the Regulation is amended by adding the following clauses:

(b.1) with respect to a candidate referred to in sub-subclause (a) (ii) (A), the candidate had an entry on their certificate of qualification and registration in part 1 of a specialist qualification in Primary Education or Junior Education recorded pursuant to section 26;

(b.2) with respect to a candidate referred to in sub-subclause (a) (ii) (B), the Registrar has satisfactory evidence that the candidate has successful classroom teaching experience in grades 11 and 12 in a technological education subject listed in Schedule B, verified by the appropriate supervisory officer or the appropriate supervisory official, and the candidate had an entry on their certificate of qualification and registration in part 1 of a specialist qualification in Primary Education or Junior Education recorded pursuant to section 26;

(b.3) with respect to a candidate referred to in sub-subclause (a) (ii) (C), the candidate had an entry on their certificate of qualification and registration in part 1 of the specialist qualification in Intermediate Education recorded pursuant to section 26;

(b.4) with respect to a candidate referred to in sub-subclause (a) (ii) (D), the Registrar has satisfactory evidence that the candidate has successful classroom teaching experience in Native languages in any two of the primary, junior, intermediate and senior divisions, except for the primary and senior divisions, verified by the appropriate supervisory officer or the appropriate supervisory official, and,

(i) if the teaching experience is respecting the primary and junior divisions, had an entry on their certificate of qualification and registration in part 1 of the specialist qualification in intermediate education recorded pursuant to section 26,

(ii) if the teaching experience is respecting the primary and intermediate divisions, had an entry on their certificate of qualification and registration in part 1 of the specialist qualification in junior education recorded pursuant to section 26,

(iii) if the teaching experience is respecting the junior and intermediate divisions, had an entry on their certificate of qualification and registration in part 1 of the specialist qualification in primary education recorded pursuant to section 26, or

(iv) if the teaching experience is respecting the intermediate and senior divisions, had an entry on their certificate of qualification and registration in part 1 of the specialist qualification in primary education or junior education recorded pursuant to section 26;

(4) Clause 32 (1) (d) of the Regulation is amended by adding “with respect to a candidate referred to in subclause (a) (i)” at the beginning.

(5) Subsection 32 (1) of the Regulation is amended by striking out “and” at the end of clause (c), by adding “and” at the end of subclause (d) (iv) and by adding the following clause:

(e) with respect to a candidate referred to in subclause (a) (ii), the candidate had,

(i) two specialist qualifications,

(ii) one specialist qualification and one honour specialist qualification, or

(iii) one specialist or honour specialist qualification and successful completion of the accredited program referred to in clause 34 (c).

Commencement

4. This Regulation comes into force on the day it is filed.
