Amending Reg. 683 of R.R.O. 1990
(SPECIMEN COLLECTION CENTRES)
1. (1) Clause 5 (f) of Regulation 683 of the Revised Regulations of Ontario, 1990 is revoked and the following substituted:
(f) no laboratory tests are carried out in the centre, other than,
(i) fasting urine glucose dipstick tests performed in relation to glucose tolerance tests that are to be performed in a laboratory, or
(ii) point-of-care testing performed in relation to COVID-19;
(2) Section 5 of the Regulation is amended by adding the following subsection:
(2) In this section,
“point-of-care testing” means testing performed outside a clinical laboratory at or near where a patient is receiving care.
2. Section 9 of the Regulation is revoked and the following substituted:
9. (1) The following persons are exempt from sections 5 to 16 of the Act and from the provisions of this Regulation with respect to collecting specimens for a test performed in relation to COVID-19:
1. A legally qualified medical practitioner.
2. A registered practical nurse or registered nurse, including a registered nurse who holds an extended certificate of registration under the Nursing Act, 1991.
3. A person registered as a dentist under the Dentistry Act, 1991.
4. A person registered as a pharmacist under the Pharmacy Act,1991.
5. A paramedic in the course of their employment with an ambulance service operator that is certified under the Ambulance Act.
6. A person who provides services as part of a community paramedicine program approved by either the Ministry of Health or Ministry of Long-Term Care, and who is a paramedic within the meaning of the Ambulance Act.
(2) Nothing in this section limits or replaces the application of the Regulated Health Professions Act, 1991 or the Ambulance Act with respect to controlled acts or any other matter.
Commencement
3. This Regulation comes into force on the day it is filed.
