Education capital policies and programs manual
The 2025 Education Capital Policies and Programs Manual (PDF) provides guidance on capital funding policies and programs including required processes and accountability measures for capital infrastructure.
The manual supports school boards with:
- student accommodation planning — developing capital plans, infrastructure projects, capital funding requests and related considerations
- approved school infrastructure projects — understanding roles and responsibilities for prioritization, implementation and funding
Joint‑use school resources
Joint-use schools involve 2 or more school boards operating schools in a single facility. We encourage school boards to consider collaborative capital project arrangements, particularly in rural, northern or smaller communities.

Pupil accommodation review guideline
The Pupil accommodation review guideline (PDF) sets out minimum standards for school boards when conducting pupil accommodation reviews. School boards must use the guideline to develop their own board policy, including their public consultation process.
Note: Since 2017, Ontario has asked school boards not to begin new pupil accommodation reviews.
Education Development Charges (EDCs) guideline
Education Development Charges (EDCs) help school boards acquire and prepare land for new school sites in high-growth communities.
