On June 13, 2011 a new version of Teraview® will be released and will include improvements to the electronic land registration system (ELRS). Registrants will have approximately 8 weeks in which to download and install Teraview 6.2. As of August 12, 2011, Teraview 6.1, the current version of Teraview, will be retired.

The improvements being described in this bulletin are:

  1. Searching French party names and addresses
  2. Recently Field Changes
  3. Verification of PDF Attachments
  4. Changes to Teraview Map Option
  5. Other Teraview Changes
  1. Searching French Party Names and Addresses

    In 2010 a technology refresh of the back-end electronic land registration system (POLARIS II) was completed. The new POLARIS II system improved delivery of select services in French by enhancing the capability for storing and printing property and document information in French. With this release of Teraview, along with a new release of POLARIS II, improvements to searching party names and addresses will further improve the delivery of services in French.

    Previously, names and/or addresses needed to be entered into the search request fields in the exact same manner as they are entered into the electronic land registration system to receive the applicable search results. The search functionality has been improved and the system will search for and return results for all matching names and addresses that contain both the equivalent English and French character(s) (e.g. André is entered into the search request field, the system will search for both Andre and André and return results for both if both in the database).

  2. Recently Field Changes

    The following three new reasons are now available to identify the origin of a PIN in the ‘Recently’ field on the PIN printout and on screen when searching Parcel Registers, where applicable.

    • Partial Termination of a Condominium
    • Municipal Application
    • Road on Crown Lands Subdivision

    Partial Termination of a Condominium

    This selection will be used by staff when creating a PIN for a portion of the common elements that is terminated from a condominium through expropriation or sale.

    Municipal Application

    Original Road Allowances (i.e. shore Road Allowances, side Road Allowances, and Concession Road Allowances), Colonization Roads, Northern Development Department Roads, Road Allowances in front of Crown Locations and roads ‘excepted’ in a patent may be under the jurisdiction of a municipal road authority.

    This selection will be used by staff when creating a PIN when a municipality has applied to be entered as the owner of a road allowance or a portion thereof, in the land titles system, where there is no existing parcel or PIN. See Bulletin 2010-04 for the application procedures.

    Road on Crown Lands Subdivision

    This selection will be used by staff when creating a PIN for any road located within a Crown Lands Subdivision or a portion thereof, in the land titles system, where there is no existing parcel or PIN.

  3. Verification of PDF Attachments

    When creating electronic documents registrants may need to import information into statements such as terms of an agreement. The information can be saved as either a (txt.), (.PDF) or (tif.) (scanned image) format and imported into the electronic document through Teraview. On occasion the imported information prevents the Land Registry Office (LRO) staff from printing a document. The document is returned to the registrant to have the attachment replaced. This issue has been investigated and it has been determined that some attachments saved in a (.PDF) format are the cause of the printing issues and are only detected after a document is registered or returned to the LRO after being corrected.

    With this release, Teraview will now verify all (.PDF) attachments to ensure that the attachment is not a low resolution PDF, has no printing restrictions and no password authentication setting before allowing the customer to attach it. If the system detects any of these issues during document creation or on a document that has been returned for correction, it will not allow the attachment to be imported and an error message will be displayed "You cannot import this file".

    The low resolution PDF setting is set by the user and can be detected by viewing the security settings on a PDF (File>Properties>Security>Show Detail). The resolution should be set to <150 dpi. Printing restriction settings are set by the user and can be detected by viewing the security settings on a PDF (File>Properties>Security>Show Detail). The password authentication setting is set by the user and can be detected by viewing the password settings on a PDF (File>Properties>Security>Show Detail).   4. Teraview Map Changes

    The primary function of the map search function in Teraview (Teramap) and the hard copy Property Index Maps located in each office is to assist the user in locating PIN(s). Accordingly the following disclaimer will now be displayed at the bottom left of the ‘Search By Map’ screens in Teraview. A similar disclaimer appears on each property index map.

    “This map is compiled from plans and documents recorded in the land registration system and is prepared for property indexing purposes only.”

    Also, as the land registration system does not guarantee the extent or dimensions of parcels (except in some limited circumstances such as a boundary confirmed under the Boundaries Act) the following functions have been removed from ‘Search by Map’:

    • The ‘Measure Between Points’ which was located on the ‘Map’ ‘Tools’ menu
    • The ‘Measurement Units’ selection which was located on the ‘Map Preferences’ pop-up box
    • The ‘Area’ field that was shown when the ‘Parcel Information’ was selected on the ‘Map’ menu
  5. Other Teraview Changes

    Other changes being introduced with this release include:

    • Improvements to the ‘Blanket Authority Access’ and to the ‘Instrument Access Redirection Within An Account’ are included in this release of Teraview. Users will be given access to instruments upon request when the access is needed rather than automatically on instrument creation. The system will also allow the ‘Instrument Access Administrators’ to redirect any instruments that are within their account.
    • Building on the ‘Acknowledgment and Direction’ changes initiated in Teraview 6.1 this release of Teraview will allow users to select zero to four parties’ names on the ‘Instrument Report Selection’ window and will print FIRST NAME then LAST NAME on the Acknowledge and Direction Report.
    • All Teraview reports that display fees and the ‘Teraview Pricing Guide’ have been amended to shown the breakdown between the Statutory Fees and other ELRSA Fees. Please refer to bulletin No. 2010-02 for additional information on Fees.
    • All references to Retail Sales Tax (RST) have been removed.
