Occasionally after an instrument containing an apparent or unapparent error has been registered, the registered duplicate, after correction or alteration, will be submitted for registration, as though it were a new instrument.

Apart from the corrections or alterations being made, in most instances, without evidence of the knowledge or approval of the parties, it is my view that any change at any time by any person falsifies the Registrar’s certificate endorsed on the duplicate.

For this reason you are hereby directed, (except in unusual circumstances, which should be referred to this office) to refuse to register as an original the duplicate of any instrument that bears a certificate of registration, or any instrument containing pages perforated with the word "registered". In this connection, see sections 300, 324, 325, 332, 333 of the Criminal Code, (R.S.C. 1970 c. 34).
