Bulletin content:

  1.  A complete cessation of charge may be accepted for registration with the parcel number as the only identification of the land to be discharged.
  2.  Land Registrars are not to accept a cessation where the only identification of land to be discharged is an invalid or non-current parcel number (e.g. where the reference is to a parcel which has been closed).
  3. Where derivative parcels have been created subsequent to the registration of the charge, and the cessation refers to the existing original parcel number as the only identification of lands to be discharged, the cessation will be recorded only against the parcel and not against the derivative parcels.
  4. The Discharge of Charge form under the Land Registration Reform Act, 1984 requires complete discharges to be indicated as such in Box 6. Where a Discharge indicates that it is a complete discharge, all current parcel numbers must be provided. If all current parcel numbers are not provided the document will be returned for correction.
  5.  Every partial cessation of charge must contain a registrable description of the land to be discharged if part of a parcel is being discharged. If the partial cessation discharges the whole of a parcel, the parcel number is acceptable as the only identification of the land to be discharged.
  6. Where a full legal description is given in a cessation of charge, all the current parcel numbers relating to that description must also be given.
