O.Reg. 43/96 sets out the requirements for surveyors to submit copies of plans, paper and/or translucent, with the submission of plans for deposit or registration in the land registration system. In turn, the land registration system distributes these copies to various parties as specified in the regulation. One of the parties is the Municipal Property Assessment Corporation (MPAC).

MPAC has advised the Ministry that it no longer has a requirement for a copy of deposited/registered plans, paper or translucent duplicate, from land registry offices that are being automated or are fully automated.

In addition, in those offices that have not commenced automation, MPAC only requires a paper print of each deposited/registered plan rather than a paper and/or translucent duplicate required under the regulation.

Land registration staff are aware of MPAC requirements.

Accordingly, until such time as MPAC revises their requirements, surveyors submitting a plan for deposit/registration in a land registration office that is automating or automated, need not supply a print/translucent duplicate for MPAC as part of the deposit/registration package. Also, surveyors submitting a plan for deposit/registration in a land registration office that has yet to begin automation will still need to supply a paper print(s) for MPAC and may substitute a paper print where a translucent duplicate is required for MPAC.

Although O.Reg. 43/96 specifies what must accompany a plan submitted for deposit or registration, MPAC has provided an opportunity to reduce the number of paper prints and translucents and thereby create a corresponding savings in the resources needed to deposit/register plans in the land registration system.
