Opportunities: Taxation and financial planning
Actions tracking
Consider adopting electronic forms for homeowners filling out property assessment information
Status: Action tracking
What we heard
The process for providing the Municipal Property Assessment Corporation (MPAC) with information is tedious, paper based, and duplicative of information provided elsewhere.
Our plan
The Ministry of Finance will work with MPAC to make sure the corporation maximizes opportunities for exchanging information electronically with property owners. In addition to working to raise awareness about how they can submit and receive information using its online programs, MPAC welcomes feedback on improvements to the customer experience. Questions and comments can be submitted to MPAC.

Consider reviewing the legislation to determine if current rules should be amended to support foreign-owned companies receiving HST rebates
Status: No action recommended
What we heard
HST rebates cannot be transferred or received when purchase orders are created centrally from a company’s US-based headquarters for its Ontario subsidiary companies. The ability to do so would allow for greater efficiencies.
Our plan
Under Ontario’s HST agreement with the federal government, this matter falls under the federal government’s authority. The government of Canada requires registration and supporting documentation for GST/HST purposes to maintain the integrity of Canadian tax revenue and prevent tax avoidance.
