  • Le processus de filtration ordinaire ne répondait pas aux exigences de conception de la « procédure de désinfection de l’eau potable en Ontario ».
  • Les calculs de temps de chloration reposaient sur un temps erroné de rétention de l’eau dans les réservoirs d’eau potable.
  • Le matériel de traitement (chloration au moyen de chlore gazeux et produits chimiques) ne fonctionnait pas lorsque le réseau était alimenté en eau. À la suite d’une alarme indiquant une chloration inappropriée, l’exploitant chargé du réseau n’a pas pris les mesures nécessaires qui s’imposaient et n’a pas surveillé l’évolution de la situation. L’exploitant chargé du réseau ne s’est pas assuré que tous les réglages effectués durant le processus étaient consignés.
  • Tandis que les processus de désinfection primaire et de désinfection secondaire n’étaient pas effectués correctement, l’exploitant n’a pas immédiatement pris les mesures nécessaires pour informer les usagers qu’il était nécessaire d’utiliser une source d’approvisionnement en eau de rechange ou de bouillir l’eau.
  • Les rapports relatifs au problème de désinfection n’ont pas été immédiatement fournis au médecin- hygiéniste local et au ministère.

  • Prendre les mesures d’atténuation suivantes dans la zone possiblement touchée par la jonction fautive : a) accroître le nombre d’échantillonnages bactériologiques et d’analyses de la concentration en chlore résiduel; b) recueillir les plaintes (le cas échéant) et observer les tendances qui se dessinent; c) s’assurer que des employés adéquatement formés surveillent l’état de la conduite maîtresse dans le regard d’égout et consignent les observations émises; d) s’assurer que le plan d’urgence de la municipalité en cas de bris ou de baisse de pression est activé immédiatement.
  • S’assurer qu’une personne qualifiée évalue la sûreté des intercommunications du réseau de distribution d’eau.

  • Autoriser le réseau d’eau potable de Pickle Lake à déroger au strict respect de la législation en raison de la désactivation, par la foudre, des alarmes signalant une chloration inappropriée au sein de la station. Les propriétaires devront prouver que les exploitants surveillent manuellement la concentration en chlore résiduel libre et informer le ministère, dès que possible, de la présence de bactéries dans les échantillons d’eau brute.
