Order in Council 1306/2018

On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the Ministry of the Environment, Conservation and Parks (“Ministry”) has released a new Environment Plan, which includes a Climate Change Plan;

And Whereas the Cap and Trade Cancellation Act, 2018 (”Act”) requires the Minister of the Environment, Conservation and Parks (“Minister”) to prepare a climate change plan and provides that the Minister may, for the purpose of taking any steps with respect to the climate change plan, appoint a panel to perform such advisory functions as the Minister considers advisable;

And Whereas the Minister wishes to establish a short-term body to provide advice on implementation and further development of actions and activities identified in the Climate Change Plan;

Therefore, pursuant to the Minister’s authority in the Act,

Panel Established

1. The Advisory Panel on Climate Change (“Panel”) is hereby established as a short-term body for up to three (3) years, accountable to the Minister, commencing on the date of this Order.

Terms of Reference

2. The Minister shall determine the terms of reference for the Panel and may amend them from time to time.

Appointments to the Panel

3. The Minister will appoint a minimum of six (6) to a maximum of  ten (10) members,
   1. comprising persons appointed at pleasure for such term, not exceeding three (3) years, as may be determined by the Minister, one of whom shall be designated as Chair and one of whom shall be designated as Vice-Chair, and
   2. which may include representation from both public and private sectors inside and outside Ontario.

Remuneration

4. The members of the Panel shall not be paid any remuneration for their services as members of the Panel other than reimbursement for reasonable expenses in accordance with the relevant directives, guidelines and policies of the Treasury Board and Management Board of Cabinet. 

Material Produced

5. Any material produced by the Panel, including documents, reports, advice, recommendations and research, shall become the property of the Ministry.

Support

6. All administrative support required by the Panel shall be provided by the Ministry, subject to the directives, guidelines and policies of the Treasury Board and Management Board of Cabinet.
