The School knowingly hired an instructor that was not qualified to teach in an “AZ Tractor-Trailer (MELT)” program as per the Regulation and the Commercial Truck Driver Standard (Class A).

In hiring an unqualified instructor to teach in the “AZ Tractor-Trailer MELT” program, the School has contravened the Standard and, consequently, made a substantial, unapproved change to the program.
