Consultation: Technicians qualified to inspect mobile cranes and concrete pumps

Background
We reached out to stakeholders that were impacted by the 2017 amendments to the Highway Traffic Act, 1990 (HTA) that reclassified mobile cranes and concrete pumps as commercial motor vehicles that require annual inspections.
At this time, only holders of valid Truck and Coach Technician (310T) Certificates of Qualification (CofQs) are authorized to perform annual inspections on mobile cranes and concrete pumps classified as commercial motor vehicles. This involves inspection of components in the following major vehicle systems:
- power train
- suspension
- brake systems
- steering
- instruments and auxiliary equipment (such as, fire extinguisher, horn, speedometer, odometer, windshield wipers/washer, heater, defroster, auxiliary controls and devices)
- lamps
- electrical system
- body
- tire and wheel
- coupling devices
External equipment or devices mounted to the vehicle (for example, crane boom) are only inspected to the extent that the condition could affect the safe operation of the vehicle on the highway (for example, loose/fall off). The functionality of the mounted equipment does not need to be tested or inspected.
Please note: examples of other vehicles that were reclassified as commercial motor vehicles in 2017 include, hydrovacs/sewer suckers, some street sweepers and some excavators. Those vehicles are not in scope as part of these consultations.
