The following is a summary of the current base Level-of-Care (LOC) per diem funding as of April 1, 2023 (CMI = 1.0). The funding amounts in each envelope are set by the Ministry of Long-Term Care:

Small homes with 64 or fewer licensed or approved beds receive the following annual direct care staffing supplement in accordance with the Long-Term Care Homes Level-of-Care Per Diem, Occupancy and Acuity-Adjustment Funding Policy.

Long-term care homes with 65 or more licensed or approved beds
Long-term care homes with 65 or more licensed or approved beds receive the following annual direct care staffing supplement in accordance with the Long-Term Care Homes Level-of-Care Per Diem, Occupancy and Acuity-Adjustment Funding Policy.

Convalescent care beds - additional subsidy
Convalescent care beds receive an additional subsidy per diem (Additional Subsidy) allocated between three funding envelopes as follows:

Behavioural specialized unit (BSU) beds
Long-term care homes with BSU beds receive the following top-up of $155.68 per diem for each BSU bed.

Basic Accommodation Premium (BAP)
BAP funding is provided to an eligible licensee who expands access to basic accommodation as part of a development or redevelopment project in accordance with the Long-Term Care Home Capital Development Funding Policy, 2020 (2020 CFS). BAP funding of $2.49 per diem will be paid to an eligible licensee for all 2020 CFS-eligible beds in the home only if 50% or more of the beds in the home are offered as basic accommodation. BAP funding is allocated as a supplementary per diem in the Other Accommodation envelope.

- footnote[3] Back to paragraph Effective April 1, 2019, a global per diem increase to the level-of-care per diem funding was provided to LTC homes to enhance direct care services as well as to support other operating costs within any of the four envelopes. LTC homes may allocate up to 32% of the global per diem funding amount to the Other Accommodation envelope. The greater of the remaining balance or 68% of the global per diem funding amount must be applied against eligible expenditures in the NPC, PSS, and “Nutritional Support (NS) envelopes. This amount will not be adjusted by the Case Mix Index.
