(FINANCEMENT PRINCIPAL DE L’ÉDUCATION — SUBVENTIONS GÉNÉRALES POUR L’EXERCICE 2024-2025 DES CONSEILS SCOLAIRES)
1. Le paragraphe 2 (1) du Règlement de l’Ontario 348/24 est modifié par adjonction de la définition suivante :
«dépense de réfection des écoles» S’entend au sens de l’article 1 du Règlement de l’Ontario 193/10 (Recettes affectées à une fin donnée), pris en vertu de la Loi. («school renewal expenditure»)
2. La disposition 1 du paragraphe 94 (2) du Règlement est abrogée et remplacée par ce qui suit :
1. Un élève est un élève expérimenté pour l’exercice en cours s’il est âgé d’au moins 18 ans ou aura 18 ans avant la fin de l’exercice en cours et qu’il est inscrit à un programme en vue d’obtenir un diplôme d’études secondaires de l’Ontario.
3. L’article 102.1 du Règlement est modifié par adjonction du paragraphe suivant :
(8) Les règles suivantes s’appliquent pour établir l’étape à laquelle un directeur d’école ou un directeur adjoint employé par un conseil est situé pour l’application du présent article :
1. Sous réserve de la disposition 2, un directeur d’école ou un directeur adjoint employé par un conseil est situé à l’étape qui s’applique à l’employé le 1er septembre de l’exercice conformément à ses conditions d’emploi.
2. Si le directeur d’école ou le directeur adjoint passe à une étape plus élevée après le 1er septembre, mais avant le 1er mars de l’exercice, l’employé est situé à l’étape plus élevée.
4. Le paragraphe 140 (4) du Règlement est abrogé.
5. L’article 183 du Règlement est modifié par adjonction de la disposition suivante :
1.1 La somme liée à l’amélioration de l’accessibilité des écoles.
6. (1) La disposition 10 du paragraphe 184 (1) du Règlement est modifiée par remplacement de «57 (1)» par «60 (1)».
(2) Le paragraphe 184 (1) du Règlement est modifié par adjonction des dispositions suivantes :
15. Prendre la somme maximale liée à l’enlèvement et au remplacement du béton cellulaire autoclavé armé indiquée pour le conseil à la colonne 2 du tableau 49.1.
16. Prendre le total des coûts décrits au paragraphe (3.1).
17. Prendre la moindre de la somme obtenue en application de la disposition 15 et de celle obtenue en application de la disposition 16.
18. Prendre le total des sommes calculées en application des dispositions 14 et 17.
(3) Les dispositions 1 à 4 du paragraphe 184 (2) du Règlement sont abrogées et remplacées par ce qui suit :
1. Les coûts sont des dépenses liées à l’amélioration de l’état des écoles.
(4) L’article 184 du Règlement est modifié par adjonction du paragraphe suivant :
(3.1) Les coûts visés à la disposition 16 du paragraphe (1) sont ceux que le conseil a engagés le 15 mai 2025 ou après cette date et déclarés au plus tard le 31 août de l’exercice en cours, et qui satisfont aux critères suivants :
1. Les coûts sont des dépenses liées à l’amélioration de l’état des écoles.
2. Les coûts sont engagés relativement à une école du conseil indiquée à la colonne 2 du tableau 49.2.
3. Les coûts se rapportent à la conception, à la construction ou à la gestion de projet relativement à l’enlèvement et au remplacement du béton cellulaire autoclavé armé utilisé dans une école.
7. Le Règlement est modifié par adjonction de l’article suivant :
Somme liée à l’amélioration de l’accessibilité des écoles
184.1 (1) La somme liée à l’amélioration de l’accessibilité des écoles est calculée comme suit :
1. Prendre la somme maximale liée à l’amélioration de l’accessibilité indiquée pour le conseil à la colonne 2 du tableau 49.3.
2. Prendre le total des coûts décrits au paragraphe (2).
3. Prendre la moindre de la somme calculée en application de la disposition 1 et de celle calculée en application de la disposition 2.
(2) Les coûts visés à la disposition 2 du paragraphe (1) sont ceux que le conseil a engagés le 15 mai 2025 ou après cette date et déclarés au plus tard le 31 août de l’exercice en cours, et qui satisfont aux critères suivants :
1. Les coûts sont liés à la réfection des écoles.
2. Les coûts sont liés à une école dont la construction était terminée avant le 1er janvier 2015.
3. Les coûts se rapportent à la conception, à la construction ou à la gestion de projet visant à apporter l’une ou l’autre des améliorations de l’accessibilité suivantes :
i. Amélioration des alarmes incendie visuelles.
ii. Installation de toilettes accessibles.
iii. Installation de toilettes universelles.
iv. Création de voies de déplacement sans obstacle à l’intérieur avec des améliorations comme l’installation d’ascenseurs, de monte-charges, de rampes, de mains courantes et de dispositifs de contrôle des portes, l’amélioration des portes d’entrée et la suppression des obstacles qui entravent le passage entre les pièces.
v. Création de voies de déplacement sans obstacle à l’extérieur avec des améliorations comme l’installation de rampes, de mains courantes et de dispositifs de contrôle des portes, et l’amélioration des portes d’entrée.
vi. Installation de stationnements accessibles (de type A et B).
8. Le point 64 du tableau 36 du Règlement est abrogé et remplacé par ce qui suit :
