Applications for the Ontario Anti-Hate Security and Prevention Grant (Winter 2023–24) closed on January 22, 2024. Applications will re-open for fiscal year 2024–25.

Overview

The Ontario Anti-Hate Security and Prevention Grant aims to:

  • combat hate in Ontario
  • build stronger, safer and more inclusive communities

Expanded Winter 2023–2024 Anti-Hate Security and Prevention Grant

The expanded Anti-Hate Security and Prevention Grant available in Winter 2023–2024 will help support communities impacted by the recent rise in hate incidents in Ontario, with priority given to organizations that primarily serve Jewish and Muslim communities.

This includes expanded eligibility criteria and funding tiers.

The following organizations and communities may now be eligible for a one-time grant of $10,000, $15,000 or $20,000:

  • faith-based
  • cultural
  • 2SLGBTQQIA+
  • First Nations, Inuit and Métis
  • urban Indigenous

There is also additional funding for non-registered chapters that meet eligibility guidelines to help prevent, and/or respond to, hate-motivated incidents.

If you received the grant in Fall 2023

Organizations that received the Anti-Hate Security and Prevention Grant in Fall 2023 (application period July 20 to November 7, 2023) are eligible for top-up funding of either:

  • $5,000
  • $7,500
  • $10,000

To apply for top-up funding, approved Fall 2023–24 grant recipients will go through a shortened application process. These organizations will be required to go to the grant portal, provide their Canadian Revenue Agency number, answer a few short questions and agree to correspondence from the Province, amending the Fall Terms and Conditions of the grant.

Protection measures

Recipients can use the funding to enhance or implement protection measures, such as:

  • making building upgrades
  • enhancing locks
  • installing cameras
  • training staff
  • completing security assessments
  • introducing safer cybersecurity measures
  • hiring professional security
  • making repairs

Eligibility criteria

To be eligible for the grant, the organization must:

  • be operational in Ontario on December 14, 2023
  • hold gatherings of religious, spiritual or cultural significance at least once a month as part of regular activities
  • own, lease, license or rent a non-residential indoor facility in Ontario or have an event permit for hosting gatherings of religious, spiritual or cultural significance
    • exception: 2SLGBTQQIA+ organizations that primarily hold 2SLGBTQQIA+ annual cultural gatherings and hold a valid event permit, or own, lease, license or rent a non-residential indoor facility in Ontario are also eligible
  • be in compliance with filing, reporting and other requirements under the federal Income Tax Act or as established by the Canada Revenue Agency
  • attest that it is in compliance with the Ontario Human Rights Code and hate-related laws under the Criminal Code
  • attest that they will use all funds received for eligible expenses related to safety, security and capacity building measures against hate-related incidents for the organization, including additional non-registered chapters, if applicable

Eligible organizations

To be eligible for the grant, the organization must be either:

  • a registered charity or not-for-profit corporation without share capital
  • a First Nations band council
  • a First Nations tribal council
  • a First Nations education authority

Registered charities and not-for-profit corporations

Registered charities must be registered as a charity with the Canada Revenue Agency by December 31, 2022.

Not-for-profit corporations that are not registered charities must be incorporated by December 31, 2022.

The following types of organizations are eligible to apply for the grant:

  • religious and spiritual organizations and communities, for example:
    • mosques
    • synagogues
    • temples
    • churches
  • cultural organizations and communities, for example:
    • 2SLGBTQQIA+ groups
    • traditional culture programs, workshops and ceremonies
  • First Nations, Inuit, Métis and Urban Indigenous organizations and communities, for example:
    • ceremonial lodges
    • friendship centres
    • private Indigenous postsecondary institutions
    • First Nations band councils
    • First Nations tribal councils
    • First Nations education authorities
    • First Nations schools including First Nations language immersion schools
  • faith-based private elementary and secondary schools
    • must operate full year (September to June) or all year (September to August)
    • weekend-only schools are not eligible
  • cultural private elementary and secondary schools
    • must operate full year (September to June) or all year (September to August)
    • weekend-only schools are not eligible
  • faith-based private postsecondary institutions and faith-based career colleges
  • cultural private postsecondary institutions and cultural career colleges

Newly eligible organizations

The following types of organizations are newly eligible to apply for the Winter 2023–2024 round of the grant:

  • faith-based or cultural organizations, outside of private schools, private post-secondary institutions and career colleges, whose primary activity is providing children’s and youth programming or services
  • licensed faith-based or cultural child care programs, for example, child care centres and home child care agencies
  • faith-based or cultural health care providers and services, for example, community-based services, wellness clinics and hospices
  • faith-based or cultural youth care providers, such as group homes
  • faith-based or cultural social services providers, for example:
    • services for the homeless
    • victim services providers
    • group homes or other congregate care settings
    • community service providers
    • food banks
  • faith-based or cultural housing provider, such as affordable housing
  • regulated and licensed faith-based or cultural long-term care providers
  • faith-based or cultural organizations whose primary activity is the arts, for example:
    • theatre
    • dance
    • music
    • literary
    • media
    • visual
    • digital
    • multidisciplinary or interdisciplinary arts

Ineligible organizations

The following types of organizations are not eligible to apply for the grant:

  • sports organizations, sports teams and recreational, athletic, hobbies or games-oriented clubs
  • student groups or associations that operate at publicly assisted or private post-secondary universities and colleges
  • organizations whose primary activity is organizational or administrative meetings, for example, regular meetings to award cultural grants, or meetings of business organizations like a board of trade
  • publicly funded elementary and secondary schools, with “school” within the meaning of the Education Act
  • public institutions within the meaning of the Post-Secondary Education Choice and Excellence Act, 2000, and specifically Ontario Regulation 279/02 including public universities, public colleges, and specified federated and affiliated institutions associated with publicly assisted universities
  • organizations whose primary purpose is to advance a political cause
  • organizations that engage in practices and observances that are hateful, incite hatred or violence against other individuals or groups, or contravene criminal law
  • crown corporations, municipalities, for-profit organizations and individuals
