Declaration order

Hydro One Networks Incorporated (Hydro One) sought a declaration order to construct the Cardiff Transformer Station.

The project involves the construction of a new 230 kilovolt transformer station in order to provide increased supply to the area bounded by Highway 407 to the north and Highway 403 to the south through the local utility provider. The Cardiff Transformer Station is proposed for lands designated as “Electric Power Facility” and “General Complementary Use Area” on Map 4 of the Parkway Belt West Plan.

Hydro One’s declaration order focused on the need to relieve the electrical loading on their transmission facilities in northern Mississauga. Hydro One predicts that by the summer of 2005, the peak loading on these facilities will significantly exceed their design ratings resulting in possible supply interruptions.

Hydro One provides further rationale for the declaration order on the basis that the Cardiff Transformer Station is consistent with other facilities located within the Parkway Belt and is compatible with surrounding land uses.

Hydro One requested that the Minister of the Environment declare that the provisions of the Environmental Assessment Act not apply to the Cardiff Transformer Station based on the fact that:

  • there are no significant harmful environmental effects
  • the public and local provincial agencies have had the opportunity to review the proposal and provide comments
  • the facility is required in order meet future supply requirements
  • the facility will be consistent with surrounding land uses
