Purpose of the Study

The Municipality intends to proceed with the preparation of an EA, in accordance with the EAA to assess and address the waste disposal needs over a 40-year planning period.

This ToR provides the framework for the preparation of an EA to assess one or more proposed regional waste disposal site(s) to be owned and operated by the Municipality of French River and used by one or more of the following participants: the Municipality of French River; the Municipality of Killarney; the Municipality of St. Charles; the Ministry of Natural Resources (including Killarney Provincial Park, French River Provincial Park, Grundy Lake Provincial Park, Mashkinonje Provincial Park and the geographic townships of Secord, Burwash, Hendrie, Laura, Servos, Waldie and Cox); Dokis First Nation; and Henvey Inlet First Nation.

The EA will be prepared within the context of a Waste Management Master Plan (WMMP), now under preparation by the Municipality of French River. The purpose of the WMMP is to develop a clear picture of the current waste management situation in the area and projected quantities of waste that will need to be managed over a 40-year planning period and how this waste will be managed.

The Municipality has identified “alternative methods" of implementing the undertaking as to:

  • expand one or more existing waste disposal sites; and
  • establish one or more new "greenfield" waste disposal sites.

The Terms of Reference outline how the alternative methods for waste disposal will be reviewed, as well as identify the criteria for the selection of the preferred method and the process to be used to assess the environmental effects and mitigation. The preferred undertaking will be determined during the Environmental Assessment process through public, First Nations and agency consultation following the requirements of the EAA.

Consultation during the preparation of the EA Terms of Reference and throughout the EA study

During the preparation of the draft Terms of Reference, the Ministry of the Environment’s Environmental Assessment and Approvals Branch and Sudbury District Office, the public, other agencies including Sudbury and District Health Unit, Ministry of Natural Resources, Ministry of Transportation, Ministry of Municipal Affairs and Housing, Ministry of Northern Development and Mines, and First Nations were consulted.

The Municipality has committed, during the course of the Environmental Assessment, to continue consulting with public, agencies, First Nations and interested parties including but not limited to those contacted during the preparation of the Terms of Reference.

As part of the review process for the ToR, a formal 30-day review period starting September 29, 2006 and ending October 28, 2006, has been established to solicit feedback from the public, First Nations and agencies. In order to ensure consideration within the final decision-making process, the Environmental Assessment and Approvals Branch should receive your comments no later than October 28, 2006.
