Declaration Order

The Ministry of Natural Resources submitted a Declaration Order request on January 25, 2000 under the Environmental Assessment Act for the removal of hazardous material from the Mid Canada Radar Line site in Fort Albany, near James Bay. This proposed declaration order would apply to the clean-up and disposal of hazardous waste only, and the proponent would still need to obtain the necessary technical approvals under the Environmental Protection Act. The clean-up and disposal of non-hazardous waste will be carried out using the Ministry of Natural Resources' existing Class Environmental Assessment for Small Scale MNR Projects.

The Mid-Canada Radar Line was constructed and operated from 1955 to 1965 by the Federal Department of National Defence. It consisted of 98 radar sites spread across the 55th parallel with 17 of these sites located in Ontario. The Province of Ontario, represented by the Ministry of Natural Resources, plans to undertake a clean-up of the Fort Albany site in conjunction with Ontario Hydro Services Company, the owner of the only remaining building on the site. The Declaration Order was approved on June 15, 2000.
