Environmental Assessment

The Regional Municipality of Niagara submitted an environmental assessment to the Ministry of the Environment on September 14, 1999 regarding their proposal to extend the service area of the Glenridge Quarry Landfill Site from the Niagara Region to the entire Province of Ontario. The landfill site, which is located within parts of Lots 15, 16 and 17, Concession 10 on St. David’s Road in the City of St. Catharines, Regional Municipality of Niagara, currently accepts residential waste and solid non-hazardous industrial, commercial and institutional waste from the Niagara Region. However, at the present rate of fill, approximately 58,000 tonnes of approved waste disposal capacity will not be utilized when the site closes on December 31, 2001. Therefore, in order to ensure that the approved design closure contours are reached, the proponent seeks to expand the area from which municipal waste and solid, non-hazardous industrial, commercial and institutional waste can be collected to the entire Province of Ontario. The undertaking does not propose any changes to the currently approved rate of fill of 500 tonnes per day, types of waste allowed to be disposed at the site, total capacity of the landfill or the approved final contours.

The government review of this proposal was completed on December 29, 1999 and the review was made available for a public comment period, which ended February 4, 2000. Following an evaluation of the public comments, the Ministry forwarded a recommendation to the Minister. This project received approval on April 19, 2000.

Terms of Reference

Description of the undertaking being considered

The proposed undertaking is to amend the service area of the Glenridge Quarry Landfill Site to include the Province of Ontario for the disposal of solid non-hazardous residential and industrial, commercial and institutional (IC&I) wastes. The undertaking does not propose any changes to the currently approved rate of fill of 500 tonnes per day, types of waste allowed to be disposed at the site, total capacity of the landfill site or the approved final contours.

A Condition in the Certificate of Approval (C of A No. 120106) requires that the landfill site close on December 31, 2001. It is Regional Niagara’s intent, through it’s Interim Capacity Plan (March 1997), that, as a high priority, approved waste disposal capacity at landfills with closure dates be fully utilized. To this end, in November 1998, Regional Niagara expanded the service area to direct other wastes generated in Niagara Region to the landfill site including residential wastes self hauled or collected through Regional contracts and IC&I waste directed through a waste broker. To accommodate this, the rate of fill was also increased from 200 tonnes per day to 500 tonnes per day. Based on current fill rates and recent capacity surveys it is estimated that approximately 65,000 tonnes of disposal capacity could go unused, within approved final design contours when the site closes on December 31st, 2001. Therefore, Regional Niagara is seeking this service area expansion to ensure full utilization of the site.
