Environmental Assessment

Fibre Environmental & Ecology Ltd. submitted an EA in July 1996, seeking approval to mine the former Quinte Sanitation Landfill and accept additional waste into a new engineered landfill site. The proposed undertaking is located in the Township of Sidney, County of Hastings.

The Notice of Completion of Review was published June 16, 1997 with the public review period ending on July 31, 1997. The Minister of the Environment referred the matter to a full hearing before the EA Board on December 16, 1997. The Minister asked the Board to make a decision on the matter by November 30, 1998.

Fibre Environmental & Ecology Ltd. advised the Board that it was withdrawing its application on August 24, 1998. The Board has determined that the continuation of the hearing would serve no useful purpose because the withdrawal did not raise the potential for adverse environmental effects. The Board’s decision was issued on November 27, 1998.

Designation

On January 24, 1997, the Minister, with the concurrence of Cabinet, designated by O. Reg. 29/97 that the expansion of the Quinte Sanitation Landfill be subject to the requirements of the Environmental Assessment Act. This site is located on Part of Lots 17 and 18, Concession 1, in the Township of Sydney, County of Hastings. The existing waste deposits will be mined to remediate environmental impacts caused by the former landfill. Any hazardous or recyclable materials excavated from the former landfill will be sent to Ministry of the Environment approved sites for handling. Materials which are acceptable for cover material will be used as daily cover for the proposed landfill and any remaining residues will be deposited into the proposed landfill. The proposed landfill will receive a maximum of 1500 tonnes per day of non-hazardous solid waste over approximately 25 to 30 years. The total capacity for the proposed landfill is approximately 17 million cubic metres.
