Re: Mining Act
Federal and provincial review of mining projects should be coordinated to eliminate as much duplication of effort as possible. The process should also be streamlined and simplified as much as possible. Once base data is available, the environmental review process should not take longer than it would take to build the actual mine.
Re: Environmental Assessment Act
There should be consistent interpretation and application throughout the process (i.e., throughout ministries, regions, districts and the approvals branch).
Re: Toxics Reduction Act
I agree with the objective of the Toxics Reduction Act which is to reduce the use, creation and disposal of toxics associated with risks to health and the environment. However, natural substances (metals) that are central to the mining and mineral processing industry in Ontario should be exempt from the requirement of submitting Toxic Reduction Plans. The requirement of developing and submitting Toxic Reduction Plans for each metal, that are merely present in the ore that is processed or is the product of mining, adds an unnecessary burden to the industry.
Re: Lakes and Rivers Improvement Act
Currently various approvals for permitting and consultations for dams and tailing dams are required through three different ministries (MNRF, MOECC, MNDM) and local conservation authorities are required. Develop a ‘one window’ approach to streamline the process.
