Introduction
At the Ministry of Labour, Immigration, Training, and Skills Development (the ministry), we are committed to making sure that every worker returns home safely each day. Over the fiscal year 2022-2023, we collaborated with our occupational health and safety (OHS) system partners to implement high-impact prevention initiatives. These efforts are aligned with the goals and areas of focus of the Prevention Works strategy.
The purpose of this report is to:
- highlight the work done in 2022-2023 to deliver on this strategy
- introduce key performance indicators for each goal and associated targets — these are intended to measure the impacts of all efforts across the OHS system to reduce injuries and fatalities
The ministry will build on the performance framework as more data becomes available. We will work to continuously improve our reporting on outcomes over time.
The five-year OHS strategy, Prevention Works (2021–2026), is a call to action for all OHS system partners to continue to work together to strengthen Ontario’s OHS record. The strategy is based on a framework of four objectives and two areas of systems focus. This framework sets the structure for this report.
Strategy objectives
- Objective 1: Build and use the best evidence to target initiatives, measure performance and increase system oversight.
- Objective 2: Improve OHS knowledge and practices
- Objective 3: Support workplace parties to fulfil their OHS roles and responsibilities and achieve excellence
- Objective 4: Make OHS easier for small businesses

- work-related mental health and workplace violence and harassment
