Environmental assessment
On October 18, 2024, the City of Mississauga submitted its final environmental assessment for the 1 Port Street East proposed marina project to the Ministry of the Environment, Conservation and Parks for review and a decision. This assessment examines the proposed lakefill alternatives for additional waterfront parkland and marina services for the site.
We posted an invitation to comment on the environmental assessment on this page on October 18, 2024. Comments were accepted until December 6, 2024.
Based on the comments that were submitted during the environmental assessment review period from Indigenous communities, agencies and members of the public, the City of Mississauga revised its environmental assessment and submitted an amended environmental assessment to the ministry in June 2025 which is posted on the City’s project website.
Notice of completion of ministry review
The ministry has prepared a review of the environmental assessment for Indigenous community, public, agency and stakeholder comment.
The review of the environmental assessment is not the decision about the project. That decision is made by the Minister of the Environment, Conservation and Parks after the comment period is over and the minister has considered all submissions.
The minister’s decision is subject to the approval of the Lieutenant Governor in Council.

Terms of reference
On September 16, 2021, the Minister of the Environment, Conservation and Parks approved the terms of reference (ToR) for the 1 Port Street East proposed marina project environmental assessment (EA). The ToR sets out the City of Mississauga’s work plan for addressing the Environmental Assessment Act requirements for the EA. It builds upon the background work completed to date and includes:
- alternatives and criteria to evaluate impacts that will be considered in the EA
- a description of public consultation activities and the consultation plan to be completed for the EA
- responses to comments raised during the review of the draft ToR
The ToR provides the framework for the preparation of the individual EA.

As provided for by subsection 6(4) of the Environmental Assessment Act, Terms of Reference, as submitted for approval to the Ministry of the Environment, Conservation and Parks on July 9, 2020 and revised through the submission of an amended Terms of Reference by the City of Mississauga dated September 11, 2020 is hereby approved.
Pursuant to subsection 6.1(1) of the Environmental Assessment Act, any environmental assessment for the above-noted undertaking, submitted to the Ministry of the Environment, Conservation and Parks pursuant to subsection 6.2(1) of the Environmental Assessment Act, must be prepared in accordance with the Terms of Reference as hereby approved.
Reasons
I am satisfied that an environmental assessment prepared in accordance with the Terms of Reference will be consistent with the purpose of the Environmental Assessment Act and the public interest for the following reasons:
- The Terms of Reference ensures that the environmental assessment will be completed using a comprehensive public, Indigenous community and government agency consultation process that is open and transparent.
- The Terms of Reference provides a sufficient level of detail to confirm that the completed environmental assessment should contain a sufficient level of detail to accurately assess the environmental effects of all alternatives and the proposed undertaking.
- The Terms of Reference sets out a planning process that will ensure the completed environmental assessment will be consistent with the purpose of the Act and the public interest.
- There are no outstanding issues that have not been incorporated into the Terms of Reference or that cannot be addressed during the preparation of the environmental assessment.
