Current status
On September 16, 2021, the Minister of the Environment, Conservation and Parks approved the terms of reference for this project, which is the first step in the environmental assessment process.
Project summary
The Port Credit Harbour Marina (PCHM) is located within a harbour basin east of the mouth of the Credit River. PCHM is privately operated by Centre City Capital Limited on the wharf leased from Canada Lands Company, the owners of a portion of 1 Port Street East. The PCHM lease is set to expire in 2023 and a future mixed-use neighbourhood is proposed to be developed on the wharf.
The City of Mississauga is exploring options for a sustainable full-service marina as the site is redeveloped. The proposed project is an expansion of the land base around the eastern breakwater to:
- provide continued marina function and services within the harbour basin
- create public access to the waterfront
- create new parkland
- enhance the site’s terrestrial and aquatic habitat
The City of Mississauga has entered an environmental assessment process for this project. This assessment will look at how the proposed project could impact the environment.

Terms of reference
On September 16, 2021, the Minister of the Environment, Conservation and Parks approved the terms of reference (ToR) for the 1 Port Street East proposed marina project environmental assessment (EA). The ToR sets out the City of Mississauga’s work plan for addressing the Environmental Assessment Act requirements for the EA. It builds upon the background work completed to date and includes:
- alternatives and criteria to evaluate impacts that will be considered in the EA
- a description of public consultation activities and the consultation plan to be completed for the EA
- responses to comments raised during the review of the draft ToR
If approved by the Minister of Environment, Conservation and Parks, the ToR will provide the framework for the preparation of the individual EA.

As provided for by subsection 6(4) of the Environmental Assessment Act s, Terms of Reference, as submitted for approval to the Ministry of the Environment, Conservation and Parks on July 9, 2020 and revised through the submission of an amended Terms of Reference by the City of Mississauga dated September 11, 2020 is hereby approved.
Pursuant to subsection 6.1(1) of the Environmental Assessment Act s, any environmental assessment for the above-noted undertaking, submitted to the Ministry of the Environment, Conservation and Parks pursuant to subsection 6.2(1) of the Environmental Assessment Act s, must be prepared in accordance with the Terms of Reference as hereby approved.
Reasons
I am satisfied that an environmental assessment prepared in accordance with the Terms of Reference will be consistent with the purpose of the Environmental Assessment Act s and the public interest for the following reasons:
- The Terms of Reference ensures that the environmental assessment will be completed using a comprehensive public, Indigenous community and government agency consultation process that is open and transparent.
- The Terms of Reference provides a sufficient level of detail to confirm that the completed environmental assessment should contain a sufficient level of detail to accurately assess the environmental effects of all alternatives and the proposed undertaking.
- The Terms of Reference sets out a planning process that will ensure the completed environmental assessment will be consistent with the purpose of the Act and the public interest.
- There are no outstanding issues that have not been incorporated into the Terms of Reference or that cannot be addressed during the preparation of the environmental assessment.
