Environmental assessment
The City of Dryden submitted an Environmental Assessment (EA) to the Ministry on April 6, 1999 seeking approval to expand the capacity of their existing landfill site located on the southern half of Lot 11, Concession 3, in the Township Van Horne. The Terms of Reference for this undertaking was approved on December 24, 1998. This expansion is intended to serve the City of Dryden and the unincorporated Townships of Audrey, Britton, Brownridge, Buller, Colenso, Eton, Hartman, Ladysmith, Mafeking, Melgund, Mutrie, Redvers, Rowell, Rugby, Satterly, Smellie, Southworth, Van Horne, Wabigoon, Wainwright, Wauchope, and Zealand, for a period of up to 38 years. The Dryden landfill is expected to reach its approved disposal capacity in approximately seven years, and therefore, it is necessary to provide additional disposal capacity. The proposed landfill would serve a maximum population of 15,000 people and provide disposal capacity of up to 11,800 tonnes of solid, non-hazardous waste per year. The expansion would consist of a total volume of approximately 800,000 cubic metres (inclusive of final cover requirements) in addition to the capacity of approximately 350,000 cubic metres that will be in place at the completion of the operation of the current landfill site.
The government review of this EA was completed on December 28, 1999 and concluded that the EA had met the requirements of the Environmental Assessment Act (EAA). Following an evaluation of the public comments, the Ministry forwarded a recommendation to the Minister. The project received approval on April 19, 2000.
Terms of reference
Description of the undertaking being considered
The undertaking will consist of the expansion of an existing sanitary engineered, natural attenuation landfill site for non-hazardous solid waste disposal. The Dryden Landfill would be expanded beyond its current capacity through either a vertical or lateral expansion, or possibly some combination (this decision will be made as part of the environmental assessment). To the extent possible, leachate and gas generated in the landfill site will continue to be managed through natural attenuation processes, but engineered controls will also be considered in the design of the site where necessary and warranted.
The service area will primarily be the City of Dryden and surrounding area. The environmental assessment will estimate the required disposal capacity to accommodate wastes from the Municipality of Machin and unincorporated areas, in the event that the responsible bodies decide in the future that they wish to avail themselves of the expanded Dryden Landfill. It is anticipated that the annual rate of fill at the site will be between 15,000 and 25,000 cubic metres. The estimated total capacity of the expanded site will be 390,000 cubic metres.
