Terms of Reference

Background

The Corporation of the Township of Faraday proposes the preparation of an individual Environmental Assessment, for the Faraday Landfill Waste Management Plan. The Faraday Landfill has been in operation since 1972 and through recent volume estimates, it has been predicted that maximum capacity will be reached in approximately one year. As a result, waste management solutions are required from the Township of Faraday and Town of Bancroft and the proposed project will examine various ways of handling waste generated by the Faraday and Bancroft communities in the best and most environmentally acceptable way. A number of waste management alternatives have been proposed and will be finalized during the Environmental Assessment process through public and agency consultation following the requirements of the Ontario Environmental Assessment Act.

The study area for the proposed project is the current boundaries of the Faraday Landfill; however, the study area may be expanded to include other relevant and potentially viable areas.

Description of the undertaking being proposed

The purpose of the Faraday Landfill Waste Management Plan Project (the undertaking) is to:

  • develop a waste management plan for future long-term operations of the site that optimize the approved capacity of the landfill site, and
  • examine various alternatives to provide waste management needs of the community for a minimum of 20 years.

Description of the environmental and potential environmental effects

A detailed account of the existing environment and potential environmental effects of the proposed alternatives will be completed during the development of the Environmental Assessment.

Alternatives to the Undertaking

Alternatives to the undertaking that have been identified for assessment include, but are not limited to, the following:

  • Waste Diversion (reduction, recycling, reuse, and incineration)
  • Landfill (expansion, reclamation)
  • Waste Exportation (transfer station, alternative landfill service area)
  • Do Nothing (cease municipal waste services).

The selection of a preferred solution/design will involve impact analysis and evaluation, and ongoing consultation with agencies and the public. To effectively evaluate alternatives, criteria have been identified and will be confirmed during the Environmental Assessment process along with the indicator(s) used to qualify/quantify them. Criteria will be developed from all key components of the existing environment.

Other Approvals

Additional approval requirements may be necessary to implement interim solutions to deal with short-term waste management requirements of the community.

The agencies responsible for issuing approvals will be consulted during the Environmental Assessment process to address their interests and approval requirements. This will minimize potential complications at the time of approval, thus providing reasonable assurance that the approvals will be obtainable.

Canadian Environmental Assessment Act coordination

The requirements of Canadian Environmental Assessment Act are triggered if a project is a federal project, requires federal land, is funded by a federal agency, or requires an approval by a federal agency. For this project, it is currently unclear whether the requirements of Canadian Environmental Assessment Act will be triggered.

As part of this Environmental Assessment, the City will coordinate Federal and Provincial Environmental Assessment requirements. The intent is to produce a single Environmental Assessment body of documentation to meet all of the information needs of both governments.
