Summary

On June 8, 2007, the Township of Central Manitoulin (Township), on behalf of the Island Waste Management Committee, submitted a Terms of Reference (ToR) to the Minister for approval.

Ten of Manitoulin’s municipalities partnered to form the Island Waste Management Committee to manage and implement the results of this Island Wide Waste Management Plan study. The proposed undertaking is intended to create a long-term (20-25 year) waste management master plan, to commence no later than 2010, that will guide the management of wastes that remain after the application of the municipalities’ at-source waste diversion (reduction, reuse, recycling and composting) programs.

The ToR describes the proposed undertaking; identifies the potential alternative methods of implementing the undertaking; describes the environment potentially affected; outlines the assessment and evaluation methodology; describes the consultation planned for the EA; commits to a monitoring strategy; and discusses other potential approvals required. The potential effects and recommended mitigation measures will be described in detail in the EA.
