Environmental Assessment

On March 10, 2000, KMS Peel Inc. submitted an Environmental Assessment for the expansion of the existing KMS Peel Energy from Waste (EFW) facility by adding incineration and steam generation capacity within the existing building. Adding one incinerator-boiler unit would increase the annual amounts of electricity exported and waste processed by the facility by approximately 25%. The KMS Peel EFW facility is currently utilized by the Region of Peel as part of the Region of Peel’s waste management system. The majority of approximately 130,000 tonnes of waste incinerated yearly at the EFW facility is received from the Region of Peel. Private sector waste generation companies provide approximately 15,000 additional tonnes per year. KMS Peel currently generates approximately 7 Mw of electricity, of which approximately 85% is sold to OPG. The proposal was approved under the Environmental Assessment Act on October 4, 2000.

Terms of Reference

Background

The establishment of the existing KMS Peel EFW Facility was the subject of an environmental assessment (EA) under the Environmental Assessment Act in the mid-1980s. Following a hearing, the facility was approved by a Joint Board under the Consolidated Hearings Act on Oct. 24/88.

The Undertaking

The proposed undertaking is to expand the existing KMS Peel EFW facility by adding incineration and steam generation capacity within the existing building. Adding one incinerator-boiler unit would increase the annual amounts of electricity exported, and waste processed by approximately 25%. To permit the fifth incinerator-boiler to fit within the existing building one of two fuel enhancement systems must be removed. Outside the building, only ancillary modifications to the air-cooled condenser are required.

In order to address the new Ministry of Environment Guideline A-7, Combustion and Air Control Requirements for New Municipal Incinerators, KMS Peel will add a powdered activated carbon injection system to the APC system and install NOx removal equipment as part of the expansion.

Designation

On April 9, 1998, the Minister, with the concurrence of Cabinet, designated by O. Reg. 153/98 that the expansion of KMS Peel’s energy from waste facility located in Brampton would be subject to the requirements of the Environmental Assessment Act. The existing facility consists of four separate units, each consisting of an incinerator and a boiler, that drive a single electrical generator. The system also has one common air pollution control system. The proposed expansion will add a fifth incinerator and boiler, modification to the air-cooled condenser, and modifications to the air pollution control system.
