Environmental Assessment
The Township of Madawaska Valley has completed the Madawaska Valley Waste Management Strategic Plan Environmental Assessment (EA), defining a long-term solid waste management strategy for the municipality. The purpose of the EA was to identify a Preferred Alternative of managing an estimated 175,000 cubic metres of solid waste anticipated to be generated by the municipality over a 25-year planning period. In consideration of the environment, the EA process has taken into account the economic viability, technical feasibility, and public opinion in the assessment of each identified alternative and its potential impact on the environment.
A Notice of Completion of the ministry Review was published on October 15, 2007. A five-week public comment period on the Review expired on November 23, 2007, during which time any person could make comments about the proposed undertaking, the EA, and the ministry Review. All those who commented on the EA or the ministry Review will receive notice of the Minister’s decision.
The Minister has approved the undertaking with conditions, with the concurrence of Cabinet. The Township may now proceed with the undertaking, subject to the conditions imposed by the Minister and any other permits and approvals that may be required.
Terms of Reference
The Township of Madawaska Valley owns five (5) rural waste disposal sites of which: three (3) operate as waste transfer stations; one is currently approved to receive solid waste (Bark Lake); and one has been permanently closed to all waste operations. The Bark Lake site reached its design capacity in early 2004 and was recently granted an amendment to its Provisional Certificate of Approval to extend its disposal operations for a maximum 18-month period.
