Environmental Assessment

Summary

On March 1, 2006, Cabinet approved with conditions, the landfill optimization/expansion (Order in Council No. 523/2006). In making the decision to approve the undertaking, consideration was given to the purpose of the Environmental Assessment Act, the environmental assessment, the Government Review of the environmental assessment, and public, aboriginal peoples, and government agency comments.

Subject to the Environmental Assessment Act conditions of approval, the Municipality of McDougall can now proceed to obtain the required Certificates of Approval under the Environmental Protection Act and the Ontario Water Resources Act.

A condition of approval requires the municipality to provide all interested persons with the opportunity to review the draft Design and Operations Plan prepared as part of the application for Environmental Protection Act approval. As part of the final application, the municipality must indicate in writing to the Signing Director that consultation has occurred and how any comments received have been considered.

Terms of Reference

Background

The Municipality of McDougall Landfill Site (Site) has been operating since 1976. The Site was originally owned and operated by a private company. In 1989, the Ministry of the Environment (MOE) required the Municipality of McDougall to assume ownership of the Site. The Municipality of McDougall has operated and managed the Site since 1991 and has been actively resolving residual compliance issues through mining and lining of the Site, installation of a leachate collection system and development of a compliance plan in consultation with MOE.

The Site is expected to reach its approved capacity in the year 2006. As a result, the Municipality of McDougall is conducting an environmental assessment to identify a waste disposal solution for approximately 25 years for the Municipality of McDougall and a number of local municipalities within the Districts of Parry Sound and Muskoka.
