By creating accounts for Public Secure and the Ministry of the Environment, Conservation and Parks (MECP or ministry), you will be able to:

Your ministry account gives you access to all of your online environmental permissions through one secure portal.

Log in to Public Secure

Use Google Chrome as your web browser to log into Public Secure and create or access your ministry account. If you encounter issues, please disable pop-up blockers or clear your browser history to fix the issue.

What you will need

Before you can access ministry services online, you will need to set up the following:

  • Public Secure account – gives you secure, online access to various government services. Two sign-in options are available:
    1. My Ontario Login
      • Sign in with an email and password that is only for government services.
    2. SecureKey Concierge
      • Sign in using the same username and password that you use for other online services such as your bank. No passwords or personal information is shared with the Ontario government, SecureKey, or your sign-in partner. The Ontario government and SecureKey will not see any of your banking information.
  • Ministry of the Environment, Conservation and Parks (ministry) account – allows you to create sites, assign authorized representatives, and prepare and submit your application online.

Create a Public Secure account

Option 1: create a My Ontario Login

  1. Access Environmental Permissions Sign-on and click Access Environmental Permissions to create your Public Secure account.
  2. On the Public Secure page, click the My Ontario login button.
  3. Under New User, click the Create login button. Enter your email address and create a password. The Public Secure system will send you an email asking you to verify your account.
  4. Verify your account by clicking on the link in the email. You will have 30 minutes to click this link. If you don’t see the email in your inbox, check your junk or spam folder.
  5. Once you have verified your account, sign into Public Secure using your My Ontario login credentials.
  6. When you log in for the first time, you will be asked to create five secret questions. This step is optional, but we recommend completing it to help you recover your password in case you forget it. If you skip this step:
    • you will still be able to use your email for password recovery
    • you can add secret questions to your account at a later time by visiting Ontario.ca/publicsecure

Option 2: create a SecureKey Concierge

  1. Access Environmental Permissions Sign-on and click Access Environmental Permissions to create your Public Secure account.
  2. Click SecureKey Concierge, then select English or French.
  3. Select a sign in partner from the list provided.
  4. Enter your sign in information to access the Environmental Permissions services via Public Secure
    • If you chose a banking sign in partner, an online banking session is not opened as part of this process. No confidential information will be shared with Public Secure, SecureKey, or the Ontario Government.
    • You will also be asked to Accept or Decline the SecureKey Terms and Conditions in order to continue
  5. Once you have used SecureKey Concierge to log in to access Public Secure, you will be asked to provide your email address.
  6. Once you have provided your email address, you will be able to continue creating your ministry account.

How to migrate your existing ONe-key account

If you are an existing ONe-key user, you will need to transfer your ONe-key account over to the new Public Secure platform. Once your account is transferred, you will be able to connect to your existing Environmental Permissions account using your ONe-key user name and password.

  1. Following the steps above, create your Public Secure account by using either a My Ontario Login or a SecureKey Conceirge account.
  2. Once you have created your Public Secure account and have logged into the system for the first time, you will be asked if you are a new user or existing ONe-key account holder. Click on the Existing ONe-key user button.
  3. Enter your ONe-key user ID and password and click continue.
    • If you have forgotten your ONe-key ID or password, you can click on Forgot your ONe-key account to recover your account details.
  4. You will now be taken to the Environmental Permissions Platform where you will see your existing ministry account.
    • If you have multiple profiles associated with your account, your profiles will be shown in a list. You can choose one of these profiles to use when browsing the platform.
    • If you want to change the profile you’re using, you need to log out of your Environmental Permissions account, log back into Public Secure, and then select the other profile you want to use.

Create a ministry account

Select your ministry account user type

Once you have created a Public Secure account and you are logged into the Environmental Permissions platform, you can choose one of three types of accounts to use. On the Account Type page, select your account type to create your ministry Account:

Business

  • This option will allow you to create a ministry client account for your business
  • This type of account is required by every company (including sole proprietor, partnership, corporation or co-operative) that needs to apply for or register an environmental permission, or submit a regulatory submission for their business
  • There can only be one business account per company. In most cases, the business account is tied to a business number issued by the Canada Revenue Agency (CRA). Once the CRA business number is used, it cannot be re-used for a second business account. However, a Business Account can be linked to multiple Representative Accounts. We recommend discussing who will own your Business Account before you create an account
  • Follow the steps to create a ministry client account for a Business.

Individual

  • This option will allow you to create a ministry client account for your own personal name.
  • This type of account is required if you need to apply for an environmental permission to your personal name.
  • Follow the steps to create a ministry client account for an Individual.

Representative

  • This option will allow you to create a ministry Representative Account.
  • Representative Accounts can be created for a consultant, Qualified Person (QP) or employee working on behalf of the business or individual.
  • Each person must apply for their own individual Representative Account.
  • Once you create a Representative Account, a business or individual will be able to link their account to your account. You will be able to perform duties in the system based on the roles that you have been assigned.
  • Follow the steps to create a ministry Representative Account.

Create a ministry client account for a Business

There are two types of ministry client accounts you can create for a Business user type:

  • Single Business Number (SBN) Client Account: for businesses with a Single Business Number (BN9) from the Canada Revenue Agency (CRA)
  • Non-Single Business Number (Non-SBN) Client Account: for businesses without a Single Business Number from the Canada Revenue Agency
    • If you qualify for a Single Business Number, you will need to register your business with the Canada Revenue Agency (CRA) at 1-800-959-5525 or Revenue Canada before enrolling with the ministry
  1. On the Account Type page, ensure you have selected Business
  2. A) If you have a 9-digit Business Number issued by the Canada Revenue Agency (CRA), click Yes. If you do not have a 9-digit Business Number, follow the steps in 2. B)
    • If you have a CRA 9-digit Business Number, you must create your ministry client account with your company’s CRA information
    • Enter your business’s legal name, Business Number, and postal code from your CRA, and select the ownership type
      • Be sure to enter your legal business information in these fields including any symbols, punctuation, and spaces so it is exactly as the CRA has it on file. For assistance, click the help icons next to each field
      • If you encounter issues at this stage, contact the Client Services and Permissions Branch by phone, Monday to Friday (8:30 a.m. to 5 p.m.) at 416-314-8001 ( Toll-free: 1-800-461-6290 ) or by email at enviropermissions@ontario.ca
    • Click Save and Continue
    • Verify that the business information is correct
      • If the information is correct, click Save and Continue to proceed
      • If not, an error message will appear
    • Provide the information for the business accountable person
      • The business accountable person is typically an executive with authority to legally bind the company
      • Confirm if the business contact person will be the same individual that is noted at the bottom of the online page/form
      • If not, enter the information for a business contact person
    • Provide the physical address associated to your account and the mailing address (if different)
      • Enter the physical business address of your company and confirm if this business address is the same as the mailing address
  1. B) If you do not have a 9-digit Business Number issued by the CRA, click No.
    • If you qualify for a Business Number, click Yes
      • You will need to register your business with the Canada Revenue Agency (CRA) at 1-800-959-5525 or Revenue Canada before creating your ministry client account
      • You will not be able to proceed further
    • If you do not qualify for a Business Number, click No
      • Provide your first name, last name, business name, and email address. Confirm your email address to create your ministry client account
      • If an account already exists for the credentials you provided, you will be asked to enter the ministry account password to gain access to the account. If you are the Business Accountable Person, you will have the option to reset your ministry account
      • If you are not the original account creator and cannot access your ministry account, follow the instructions in the password reset pop-up to begin the password retrieval process
      • If you need help, contact the Client Services and Permissions Branch by phone, Monday to Friday (8:30 a.m. to 5 p.m.) at 416-314-8001. (Toll-free: 1-800-461-6290 ) or by email at enviropermissions@ontario.ca
      • Enter the physical business address of your company and confirm if this business address is the same as the mailing address
  2. Click the checkbox to agree to the terms
  3. Click Save and Continue. A page will appear for you to review your information.
    • If you need to make changes, click Update to edit your information
    • If the information is correct, click Submit
  4. You will receive a pop-up confirmation that your ministry client account has been created. You will also receive an email confirmation
  5. Click OK and the system will take you to the Environmental Permissions Platform to access ministry services online

Create a ministry client account for an Individual

  1. On the Account Type page, ensure you have selected Individual. Click Save and Continue.
  2. Provide your first name, last name, and email address, and confirm your email address.
    • If an account already exists for the credentials you provided, you will be asked to enter the ministry account password to gain access to the account.
    • If you cannot access your ministry account due to entering incorrect information or if you have forgotten your password, follow the instructions in the password reset pop-up to reset your ministry account. You must be the original creator of the ministry client account to reset the password.
  3. Enter the mandatory information required to create your ministry client account:
    • First name
    • Last name
    • Job title
    • Phone number
    • Email address
    • Preferred language
  4. Please provide your physical address.
    • Enter the physical address and confirm if this address is the same as the mailing address. If your mailing address is the same as your physical address, select that option or provide your alternate mailing address information.
  5. Click the checkbox to agree to the terms.
  6. Click Save and Continue. A page will appear for you to review your information.
    • If you need to make changes, click Update to edit your information.
    • If the information is correct, click Submit at the bottom.
  7. You will receive a pop-up confirmation that your ministry client account has been created. You will also receive an email confirmation.
  8. Click OK and the system will take you to the Environmental Permissions Platform to access your ministry services online.

Create a ministry Representative account

Representative Accounts allow a person to access ministry services online and complete tasks on behalf of a business or individual with a ministry client account.

  1. On the Account Type page, ensure you have selected Representative.
  2. Provide your first name, last name, and email address, and confirm your email address.
    • If an account already exists for the credentials you provided, you will be asked to enter the ministry account password to gain access to the account.
    • If you cannot access your ministry account due to entering incorrect information or if you have forgotten your password, follow the instructions in the password reset pop-up to reset your ministry account. You must be the original creator of the ministryclient account to reset the password.
  3. Enter the mandatory information required to create your ministry Representative account:
    • First name
    • Last name
    • Job title
    • Business name
    • Phone number
    • Email address
    • Preferred language
  4. Please provide your physical business address.
    • Enter the physical address and confirm if this address is the same as the mailing address
    • If your mailing address is the same as your physical civic address, select that option or provide your alternate mailing address information.
  5. Click the checkbox to agree to the terms.
    • Click Save and Continue. You will be asked to review your information.
    • If you need to make changes, click Update to edit your information.
    • If your information is correct, click Submit at the bottom.
  6. You will receive a pop-up confirmation that your ministry account has been created. You will also receive an email confirmation.
  7. Click OK and the system will take you to the Environmental Permissions Platform to access ministry services online.

Add representatives and assign services, roles and permissions

Clients can add representatives and assign roles to others through their ministry client account.

Representatives can be assigned the following roles in the system, depending on the level of access granted by the client:

  • Delegated Authority: has access to all account tasks and services, including create, update, view, delete, assign, and attest. A delegated authority has the ability to pay (financial authority), and the ability to assign or authorize other representatives. A delegated authority does not have permission to edit business information in the client account. If you do not want your authorized representative to have access to all services within your account, select the Authorized Representative option and tailor their authority accordingly
  • Authorized Representative: is granted access to specific account tasks and services on behalf of a client, which can include create, update, view, assign, attest and/or delete. For example, a client may want their representative to create but not have the ability to attest for an EASR registration. Please note that authorized representatives given the authority to attest must have the authority to legally bind the company. Each representative requires their own Public Secure login (My Ontario login or Securekey Concierge) before they can be added as a representative
  • Financial Authority: has access to pay the registration or application fees

Clients can follow the steps below to add representatives and assign roles in their ministry client account.

  1. Log into Public Secure to access your ministry client account online
  2. Select Authorized Representatives from the left menu
  3. A list of your current representatives appears. Click Add Authorized Representative to add a new representative
  4. On the page that opens, you can review the steps to add a representative. Scroll down and click Continue
  5. In Step 1: Search Authorized Representative, enter the first name, last name and email address of the representative you want to add
    • Note: the information you enter must be identical to the information in the representative’s account
    • Enter the information and click Search
    • The name of your representative will display, if found in the system
      • If not found, ensure that the representative has set up their ministry account and provided you with the correct information
    • Click Confirm
  6. In Step 2: Manage Service Permissions and select which services, roles, and permissions you want to grant the representative:
    • Select the service you want the representative to have access to (e.g. Sites, ECA, EASR, PTTW, Pesticides). You will need to give permission to each service separately
    • Select the role you want to assign the representative (Delegated Authority, Authorized Representative, Financial Authority)
    • For the Authorized Representative role, you also need to select which permissions to assign (e.g. create, update, view, assign, attest and/or delete)
    • Click Submit
  7. In Step 3: Generate PIN, the system will generate a PIN
    • Please share the PIN with your representative via communication outside the system so they can link to your ministry account
    • The representative must log in to their account to redeem the PIN
    • Then the representative can perform work on behalf of the client according to the services, roles and permissions granted
  8. Click Submit again to return to your list of Authorized Representatives
    • The representative you added will now appear in the list
    • You can update or remove representatives in the list at any time
