Terms of reference

As part of the environmental assessment (EA) process, the Municipality of Wawa (Municipality) submitted a proposed terms of reference (ToR) for the expansion of the Municipality of Wawa Waste Disposal Site, located approximately 1.7 kilometres east of Highway 17, on High Falls Road in Rabazo Township, District of Algoma, to the Ministry of the Environment and Climate Change (MOECC) for review as required under the Environmental Assessment Act (EAA). Submitting a proposed ToR is the the first step in the EA process. If the ToR is approved, it serves as a framework for the preparation and review of the EA for the undertaking.

The ToR was made available for a 30-day inspection period. The MOECC reviewed all written comments received from interested persons, Aboriginal communities, and government agencies, and the Municipality’s responses to them. The Municipality made amendments to the ToR based on the comments received.

Due to the immediate need for waste disposal capacity, the Municipality decided to withdraw from the individual EA process and follow the Environmental Screening Process for Waste Management Projects (Ontario Regulation 101/07) to acquire interim waste disposal capacity at the existing waste disposal site.
