Aboriginal Participation Fund
The Aboriginal Participation Fund was developed to help support Indigenous communities and organizations participate in:
- regulatory processes under the Mining Act
- economic development activities associated with mineral exploration and development
There are five streams available:
- advanced exploration and development support
- early exploration support
- education and relationship-building

Advanced exploration and development support

Description
The advanced exploration and development support sub-stream assists communities in areas of high mineral development activity to respond to advanced exploration and mine development projects.
Funding through this stream is:
- project-based
- limited to the costs associated with coordinating the review of advanced exploration and development projects
- not intended to replace support received from project proponents
Eligibility
Funding is available to Indigenous communities in Ontario in areas of high mineral development activity.
While priority will be given to communities that do not have an existing Mineral Development Advisor (MDA), communities with MDAs are encouraged to apply if their workload requires additional support to respond to advanced exploration and development project requests.
Indigenous communities should discuss this sub-stream with one of the ministry’s Mineral Exploration and Development Consultants (MEDC) before applying.

The early exploration support sub-stream assists communities in areas of high mineral development activities to respond to early exploration projects.
Funding through this stream is:
- project-based

Eligibility
Funding is available to Indigenous communities or organizations in Ontario that:
- are experiencing high mineral exploration or development activity
- have received two to 10 exploration permit applications in the previous fiscal year (April 1 to March 31)
Eligible applicants may be:
- single applicants – Indigenous communities in areas of high mineral exploration or development activity
- joint applicants – two or more Indigenous communities in areas of high mineral exploration or development activity, or Indigenous organizations (for example, Tribal Councils, economic development organizations) representing communities in areas of high mineral exploration or development activity
Joint applicants must provide a Band Council Resolution in support of the application from each community represented on the application.
Applicants are encouraged, wherever possible, to work together to maximize the benefits of available funding.

Project funding is open to Indigenous communities or organizations in Ontario.

- single applicants – Indigenous communities in areas of high mineral exploration or development activity
- joint applicants – two or more Indigenous communities in areas of high mineral exploration or development activity, or Indigenous organizations (for example, Tribal Councils, economic development organizations) representing communities in areas of high mineral exploration or development activity

Mineral development advisor stream

Description
The mineral development advisor (MDA) stream provides funding for a MDA for eligible Aboriginal communities and organizations to participate effectively in the regulatory consultation processes, including the review of:
- exploration plan and permit applications
- closure plans and closure plan amendments
- environmental assessments
This funding helps to increase a community’s knowledge and understanding of the mineral development sequence, mineral exploration, mineral development and mining activities, and the range of economic benefits.
Funding amount
Funding up to a maximum of $130,000 per year, for up to a three-year term.
Applicants are encouraged, wherever possible, to work together to maximize the benefits of available funding.
The ministry may consider funding additional positions, in part or in full, based on the mineral development activity and the community’s or tribal council’s need.
Eligibility
Funding is available to Ontario Aboriginal communities or organizations experiencing high mineral exploration or development activity, having received 10 or more exploration plans or permit applications in the previous fiscal year (April 1 to March 31).
Communities that receive fewer than 10 exploration plans or permit applications may be eligible for this stream if they are engaged in reviewing two or more closure plans, closure plan amendments, or mineral development-related environmental assessments.
Eligible applicants may be either:
- single applicants – Aboriginal communities in areas of high mineral exploration or development activity, or
- joint applicants – Aboriginal communities and organizations (for example, tribal councils) in areas of high mineral exploration or development activity. Joint applicants must have the support of the communities they represent and a substantiated record of representing member communities on local lands and resources issues. Eligible joint applicants include either:
- Two or more eligible communities, applying jointly with combined exploration activities, or
- In specific circumstances, and at the discretion of the ministry, other Aboriginal organizations, such as a Provincial-Territorial Organization (PTO), if they have the support of the communities they represent.

Values mapping and related projects

The values mapping and related projects sub-stream supports projects that focus on values identification or related projects between Indigenous communities, which will support communities’ capacity to effectively participate in and respond to information requests in regulatory processes under the Mining Act.

Child and Youth Mental Health (CYMH) program

Description
The Ministry of Health (MOH) - Child and Youth Mental Health (CYMH) program works with discrete service providers to deliver mental health support to children, youth and their families. The budget submissions for this program will be managed within Transfer Payment Ontario through the MOH CYMH Budget Form. This includes all subsequent activities related to the transfer payment contracting cycle along with all reporting.
Eligibility
This program is restricted and only available to existing approved/discrete service providers. Access to the MOH CYMH Budget Form is available through Transfer Payment Ontario to these eligible service providers.

Community Consultative Group Grant (CCGG)

Description
The Community Consultative Group Grant (CCGG) provides funding to support First Nation and Inuit communities to develop and operate Community Consultative Groups (CCGs). CCGs act as a dedicated, civilian-led advisory body for their policing provider, funded through the First Nations and Inuit Policing Program (FNIPP), which identify and advocate for the community’s policing priorities and support the delivery of culturally-responsive policing.
The CCGG will be available to First Nations in Ontario that receive funding under the FNIPP that are not currently served by a self-administered First Nations police service.
This two-year grant supports eligible First Nation and Inuit communities to establish and operate CCGs that are equipped with the tools and resources needed for effective civilian governance. This funding is available to eligible applicants during the 2023-2024 and 2024-2025 fiscal years.
Eligibility
First Nations in Ontario that receive funding under the FNIPP that are not currently served by a self-administered First Nations police service are eligible to apply. First Nations under the FNIPP may choose to submit a joint application to develop and implement a CCG together.
Eligible costs under the CCGG include activities occurring in 2023-2024 to 2024-2025 (between April 1, 2023 to March 31, 2025) that directly support the establishment and/or operations of a CCG. This may include training, supply and equipment, technology, travel and communication, administrative and other associated costs (please see further details within the CCGG program guidelines).

Community Museum Operating and Pay Equity Grants Program

Description
The Community Museum Operating and Pay Equity Grants Program provides annual operating grants to eligible community museums across Ontario.
Funding will help community museums:
- contribute to economic well-being as employers and tourist attractions
- acquire, conserve, interpret and exhibit artifacts of public interest
- provide unique opportunities for education and enjoyment
- contribute to the rich cultural fabric of their communities
Eligibility
This is a restricted program. Eligible museums must:
- have received funding through the Community Museum Operating and Pay Equity Grants Program in the previous year (2022-2023)
- operate year-round or seasonally in accordance with Regulation 877, “Grants for Museums” under the Ontario Heritage Act
- meet both the criteria in the regulation and the ministry’s Standards for Community Museums in Ontario

EnAbling Change Program
Ministry for Seniors and Accessibility

Description
This program provides funding to not-for-profit organizations, industry organizations and professional associations to:
- educate their stakeholders about accessibility
- help support regulatory compliance
- promote cultural awareness about the value and benefits of accessibility
Typical projects may involve:
- customized educational tools and resources that directly communicate about accessibility and inclusion with a specific sector
- promoting accessibility in daily living and encouraging regulatory compliance
- public outreach programs and initiatives
Eligibility
Organizations are eligible to apply to the EnAbling Change Program if the organization:
- is a not-for-profit organization that is able to reach across an industry or sector in Ontario;
- is compliant with Ontario’s accessibility laws;
- is a not-for-profit organization that has been incorporated in Ontario or Canada for at least one-year;
- has accountability processes to administer, manage and oversee any funding received from the Province; and,
- provides proof of Commercial General Liability Insurance coverage in the amount of not less than $2 million.

Fire Protection Services Reimbursement: Unincorporated Ontario

You must submit your application by March 24th, 2024, at 5:00 p.m. EST.
Description
This program is designed to provide municipalities with reimbursement opportunities related to the provision of emergency services in unincorporated areas of Ontario that occurred between March 14th, 2023 - March 17th, 2024. Reimbursement rates will be based on service rates utilized by the Ministry of Transportation for fire departments responses on provincial highways.
Eligibility
The following call types may be eligible for payment:
- motor vehicle collisions occurring on roads that are not considered provincial highways by Ministry of Transportation
- hazmat calls occurring on roads that are not considered provincial highways by Ministry of Transportation
- structure fires
- vehicle fires occurring on roads that are not considered provincial highways by the Ministry of Transportation
- false alarms
- rescue (defined as an emergency incident primarily involving activities directed at locating and rescuing endangered persons and removing those persons to a safe location. This could also include but is not limited to the provisions of emergency medical care)
- public hazard assistance calls (Incidents such as carbon monoxide, public utility, electrical and natural gas or propane gas utility incidents)
- provision of any emergency services listed above, within a provincial park in Unincorporated Ontario

Forest Sector Investment and Innovation Program

The Forest Sector Investment and Innovation Program provides funding for strategic investments in the forest sector that:
- enhance competitiveness
- support new market access
- provide benefits to Ontario’s broader forest sector
- strengthen regional economies
Support is available under two project categories:
- business projects
- collaboration projects

Business projects
Support is available for Ontario-based projects with at least $3 million in eligible costs undertaken by for-profit manufacturers and processors of wood and forest biomass across Ontario, including:
- saw mills
- pulp and paper mills
- secondary wood manufacturers
- bio-economy projects
Harvesting and resource extraction projects are not eligible for funding.
Collaboration projects
Support is available for Ontario-based projects with at least $3 million in eligible costs undertaken through a collaboration of:
- forest sector for-profit businesses
- not-for-profit research organizations
- forest industry associations
- academia
Eligible collaborations should develop, diversify and transform Ontario’s forest sector through innovation in technology, process or products.
A minimum of three partners are required (including at least one Ontario-based for-profit forestry/wood products company).

Investment Ready: Certified Site designation

Recipients must use the applicable Ontario Works Budget Form 2023 or 2023-2024 to complete their submission. Transfer Payment Ontario will also be used to support all subsequent activities related to the contracting cycle along with all reporting.

The Ontario Works Budget Form 2023 or 2023-2024 category is open to all eligible transfer payment recipients.
You would have been notified by the ministry about your 2023 or 2023-2024 funding allocations as well as when to access the budget submission through Transfer Payment Ontario.

Municipal Energy Plan Program

Ontario Closed Circuit Television (CCTV) Grant Program (2023-2024)

Description
The Ontario Closed Circuit Television (CCTV) Grant Program supports the expansion of CCTV systems to more municipalities, as part of the Guns, Gangs, and Violence Reduction Strategy. Projects funded through the grant will help deter criminal activity and further support police services and the communities they serve to increase community safety.
This one time, one-year grant (2023-2024) is available to all municipal and First Nations police services as well as the Ontario Provincial Police (OPP).
Eligibility
Who are the Eligible applicants?
- municipal and First Nations police services and OPP contract/non-contract locations.
- note: OPP non-contract locations are eligible to apply for one application per region (Central Region, East Region, North East Region, North West Region, and West Region) and must submit applications through OPP headquarters (i.e., a total of 5 applications max).
- all OPP non-contract locations must submit their application(s) to Ashley Dunning at Dunning@opp.ca.
What are the Eligible costs?
- CCTV cameras and associated costs. This could include:
- purchasing of CCTV cameras to be installed in communities/business areas.
- CCTV installation costs.
- CCTV associated supplies/software.
- all projects must be new or have a new component.
What are the Ineligible costs?
The grant will not cover expenses related to the items outlined below:
- police officer’s salaries and benefits.
- funding that requests offsetting current policing operating budgets, for example officer equipment and supplies that are not related to the project.
- out of province expenses (e.g., travel costs).
- facial recognition technology and body-worn cameras.
Funding
Applicants can submit only one application per police service or, for OPP non-contract locations, one application per region.
- The maximum funding request for each project is $200,000 for one fiscal year.
- Applicants applying for this grant will be required to pay for 50% of the project cost. For example, if your total project cost is $400,000, the applicant must commit $200,000 (50%) of their own funds towards the project and the province would cover the remaining $200,000 (50%).
- Police services may want to consider using their financial contribution towards the following budget items to support their CCTV project:
- Community consultations and communications relating to placement/installation of CCTV cameras.
- Training on equipment (such as training to support video review, etc.).

Ontario Community Environment Fund

Description
The Ontario Community Environment Fund (OCEF) directs funds from environmental penalties to important, community-based activities like shoreline cleanups, habitat restoration and tree planting. The Ontario Community Environment Fund uses money collected from these penalties to support projects that improve the environment in the region(s) where the violation or environmental impact happened.
Your organization could receive funding for projects in the following regions:

Eligibility
The fund is open to:
- First Nation and Métis communities and organizations
- schools, colleges and universities

- incorporated community-based groups
Eligible Projects
Funding is available for two different kinds of environmental improvement projects. These include projects that focus on:
- Increasing environmental restoration and remediation activities which repair environmental harm. For example:
- planting trees, shrubs or plants to help mitigate and adapt to climate change
- rebuilding fish habitat and creating fish spawning beds
- stabilizing stream banks and creating buffer strips to reduce nutrient run-off
- restoring streams to improve habitat and water quality
- Resilient communities and local solutions to environmental issues. For example:
- improving the resilience of natural ecosystems by restoring wetlands and preserving areas of significant environmental and ecological importance
- installing rain gardens to reduce the risk of flooding and help communities adapt to climate change
- environmental monitoring that provides data to understand and support the protection and conservation of the natural environment
The minimum funding request is $5,000.

Ontario FireSmart Communities Grant

Ministry of Natural Resources and Forestry

Description
The Ministry of Natural Resources and Forestry (MNRF) has limited funding available to support municipalities with FireSmart Community initiatives through an Ontario FireSmart Communities Transfer Payment Grant.
Funding will help municipalities:
- complete hazard forest mapping for wildland fire hazards
- develop a Community Wildland Fire Protection Plan (CWPP)
- Wildland Fire Hazard Risk Assessment
- Wildland Fire Mitigation Strategies
Eligibility
To be eligible, municipalities must:
- be located within the Fire Region of Ontario
- have received a letter from the Director of Aviation, Forest Fire and Emergency Services inviting them to apply for an opportunity to receive the grant
Municipalities are selected based on the following:
- amount of area estimated to have a high to extreme wildland fire risk from the MNRF Hazard Forest Maps

Ontario Junior Exploration Program

Description
The Ontario Junior Exploration Program (OJEP) is an initiative to help attract investment in early exploration, expand the pipeline of mineral development projects, including critical minerals and lead to more mines and jobs in Ontario.
OJEP is providing $20 million over the next two years to eligible junior mining companies conducting grassroots mineral exploration in Ontario. This includes $8 million for a new critical minerals funding stream.
Junior mining companies can apply for funding to cover eligible costs of up to $200,000 per mineral exploration or development project. Applications are assessed on a first come, first-served basis.
Eligibility
To be eligible for funding, applicants must meet all of the following requirements:
- be a non-producing, junior mining company registered with a market capitalization of up to $100 million or of a comparable value, if a private company, as of February 16, 2023, the opening of the intake period
- be registered on the Ontario Business Registry prior to entering into a Transfer Payment Agreement with the Province of Ontario
- submit an application that proposes to undertake grassroots mineral exploration in Ontario.
- have a market capitalization up to $100 million or of a comparable value, if a private company, as of the opening date of the intake period
- provide proof that the applicant has the funds to cover 100% of total project costs
- provide a copy of a valid certificate of insurance for the project which includes general commercial liability coverage at a limit of not less than $2 million per occurrence
- be enrolled in the Mining Lands Administration System (MLAS) and hold the necessary mining lands tenure required to carry out the project
- have a valid exploration plan and/or permit issued under the Ontario Mining Act prior to work proceeding and for the duration of the project, where required
- have the approval of the plan/permit and/or tenure holder to apply for OJEP funding and carry out the proposed project in the event of an option agreement or some other relationship

The Sport Hosting Program provides project-based funding to help applicants deliver major national and international amateur sport events in Ontario.
The objectives of the program are to:
- create legacies that support sport at the provincial, regional and local level
- provide economic benefits through increased levels of tourism, expenditures and improved public infrastructure
- foster a culture of sport and physical activity in communities by creating role models and enhancing community spirit and involvement in sports
- increase opportunities for Ontario athletes to compete and participate in events in Ontario
- seek new avenues to further build and develop the sport capacity of the province by providing additional ways to develop and train coaches, officials and volunteers
- create a culture of sport that engages all Ontarians

Eligible applicants
To apply for this program, you must:
- be a legal entity and have been in existence for one year or longer as of the application date
- not in default of the terms and conditions of any grant or loan agreement with any ministry or agency of the Government of Ontario (for example, Ontario Trillium Foundation)
- not self-endorse your own application for the program
- be an eligible applicant under one of the three application streams for the program

Eligible events
national events must be:
- sanctioned by the National Sport Organization (or the International Federation in Appendix 2 from the guidelines)
- include representation from no less than six provinces/territories including Ontario (a country may replace a province) or the National Championship for a specific sport, in a specific age group as confirmed by the National Sport Organization (or the International Federation in Appendix 2 from the guidelines). Ontario must be represented in these Championships.
- international events must be:
- sanctioned by the International Federation, as per the International Olympic Committee, International Paralympic Committee and/or Panamerican Sport Association
- includes representation from no less than two countries, including Canada and one country from outside of North America. We will provide an exemption to events for Canadian National Teams as confirmed by the National Sport Organization funded by Sport Canada.

Reconnect Ontario Marquee Event Fund 2022

The Reconnect Ontario Marquee Event Fund supports costs related to hosting:
- major one-time events in Ontario
- events that do not recur annually or biannually in Ontario

Eligibility
Eligible organizations must:
- be legal entities
- have been in existence for one year or longer, as of the date of submission of the application
- have a bank account at a Canadian financial institution that conducts business in Ontario
- not be in default of the terms and conditions of any grant or loan agreement with any ministry or agency of the Government of Ontario (for example, Ontario Trillium Foundation)
- demonstrate proven organizational ability, technical capacity and fiscal prudence to successfully host a marquee event. This includes national and/or international event management experience and tourism business expertise
Events supported by the Reconnect Ontario Marquee Event Fund must have cash operating expenses totaling $1 million or more.

Road Safety Community Partnership Program

The Road Safety Community Partnership Program demonstrates government commitment to road safety by providing funding to a network of provincial non-profit organizations with road safety mandates.
The program supports public awareness initiatives, campaigns or events that address priority issues such as aggressive driving, pedestrian safety, distracted driving, impaired driving and cycling safety.
The program reinforces measures aimed at positively influencing transportation user behaviour and raising awareness of MTO policies and legislation to keep Ontario’s roads safe at a grassroots level. This funding can be used to promote road safety awareness by:

- influencing transportation user behaviour
- supporting legislative and regulatory compliance

Victim Support Grant (VSG) Program (2023 – 2024)

Description
The Victim Support Grant (VSG) Program will operate on a one-year cycle (2023 – 2024) and provides funding to police services to collaborate with local organizations and/or Indigenous communities to enhance capacity to support victims and survivors of intimate partner violence/domestic violence, human trafficking, and/or child exploitation. The grant will provide local police services with the flexibility needed to adapt to their own community’s needs and fill gaps in responding to the unique needs of victims and survivors.
Funding under this grant program is available to police services in Ontario, including municipal and First Nations police services, Ontario Provincial Police (OPP) contract locations, as well as OPP non-contract locations for projects that focus on at least one of the following key priority areas:
- Intimate Partner Violence/Domestic Violence
- Human Trafficking
- Child Exploitation
Eligibility
Eligible applicants
Funding is available to municipal and First Nations Police Services as well as OPP contract and non-contract locations who submit a proposal in collaboration with a community-based agency or Indigenous community, including:
- Municipal and First Nations Police Services, as well as OPP contract locations are eligible to submit a maximum of one (1) application each.
- NOTE: OPP non-contract locations are eligible to submit a maximum of two (2) applications as a whole (i.e., not two per individual location)
- OPP non-contract locations must submit their applications through OPP headquarters. All OPP non-contract location must submit their application(s) to Kirsten Buligan via email at Kirsten.Buligan@opp.ca.
Ineligible costs
- police officer’s salaries and benefits
- funding that requests offsetting current policing operating budgets, for example officer equipment and supplies that are not related to the project
- out of province expenses (for example, travel costs)
- facial recognition technology
- body-worn cameras
Funding
Applicants are required to collaborate with a minimum of one other relevant agency/organization. Some examples include:
- violence against women services
- Victim Crisis Assistance Ontario agencies
- sexual assault centres
- Indigenous victim services
- Indigenous Healing and Wellness Strategy agencies
- Indigenous communities and organizations
- anti-human trafficking service providers
- survivor-led human trafficking organizations
- community-based agencies
The maximum funding for each project is $100,000 for the one-year grant cycle.
