Declaration
The purpose of MNDM-3 is to allow the Ministry of Northern Development and Mines to grant rights, title and interests to Crown mining lands and mining rights without having to conduct an individual EA in each case. The activities subject to this Declaration Order are limited to a small number of undertakings with only one or two applications proceeding in a given year. Typically, these are minor corrections to existing land rights or land title (for example, correcting or adjusting errors or omissions in an original grant or survey).
The MNDM’s coverage under this Declaration Order does not include mine claim staking or leasing of mining claims as these are not the MNDM's activities but are private sector undertakings which are not subject to the EAA. On June 4, 2009 the Minister approved the extension of the Ministry of Northern Development and Mines Declaration Order MNDM-3 until December 31, 2012, subject to conditions related to the development of a Class Environmental Assessment for activities subject to the Declaration Order. This Declaration Order is now referred to as MNDM-3/4.

On June 30, 2006, the Minister approved the extension of MNDM 3/3 for a three-year period from June 11, 2006 until June 11, 2009.
On June 8, 2004, the Minister approved the extension of this Declaration Order (MNDM-3/2) for a two-year period to June 11, 2006. Declaration Order MNDM-3 was granted on June 11, 2003 by OIC 1266/03 with an expiry date of June 11, 2004.
