Amendments to Ontario Regulation 43/96 under the Registry Act, Ontario Regulation 16/99 under the Land Registration Reform Act and Ontario Regulation 49/01 under the Condominium Act, 1998 were filed on July 27, 2026. These amendments will come into force on January 1, 2027, and were introduced to allow an increase in the types of plans that may be submitted for deposit and registration in digital format.

The amendment to O. Reg. 16/99 under the Land Registration Reform Act 
establishes that, when possible, all land titles reference plans are to be provided to the land registry through direct electronic submission (Teraview).

A new hard copy plan deposit process will be introduced on January 1, 2027, that will allow all those reference plans that cannot be submitted as ePlans to be submitted online through Teraview (for registered users) or OnLand as portable document format (PDF) scans. Information and direction on this new plan submission process will be made available through Teraview.ca in late 2026.

The amendments to Ontario Regulation 43/96 under the Registry Act support this new deposit process by establishing the requirements for the form of hard copy reference plans provided to the land registration system as PDF scans.

The amendments to Ontario Regulation 49/01 under the Condominium Act, 1998 establish a new process of intake, processing and storage of Parts 3 & 4 of a Condominium Description (the Architectural and Structural Sheets).

The introduction of all these new processes will be phased over a six-month period after the amendments come into force. 

To submit plans through direct electronic transmission (ePlans), a surveyor must obtain a Personal Security Licence and token from Teranet and must receive authorization from the Director of Land Registration for electronic registration of documents. Information on authorization can obtained by contacting ELRSAuthorization@ontario.ca.

Before submitting a reference plan for deposit, a PDF file of the draft plan must be pre-approved by submitting the plan for review through the OnLand website. Further direction on the new plan deposit and registration processes will be provided on the Teranet and Ministry websites and with the plan pre-approval notification.
