
Order in Council 1022/2025
On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:
Whereas on June 12, 2025, Ontario released its first Integrated Energy Plan: Energy for Generations, which outlined Ontario’s progress on its 2022 Low-Carbon Hydrogen Strategy and new initiatives in support of a renewed strategy that prioritizes economic security and job creation, energy security, and Ontario’s clean energy advantage in the industrial sector;
And whereas it is desirable that the Independent Electricity System Operator ("IESO") launch a program aimed at further integrating low-carbon hydrogen technologies into Ontario's clean energy system, including for the purposes of balancing and strengthening Ontario's reliable electricity system;
And whereas the Minister of Energy and Mines may, with the approval of the Lieutenant Governor in Council, issue directives under subsection 25.32(5) of the Electricity Act, 1998 that require the IESO to undertake any request for proposal or other initiative or activity that relates to, amongst other matters, electricity supply, capacity or storage, or changes in electricity demand;
And whereas pursuant to subsection 25.32(6.1) of the Electricity Act, 1998, a directive issued under 25.32(5) may specify requirements or restrictions relating to the country, region or territory of origin, as determined in the directive, of any person or entity that is, or that beneficially owns or controls, a potential participant in the initiative or activity to which the directive relates;
Now therefore the Directive attached hereto is approved.
