Order in Council 363/2025

On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the President of the Treasury Board reports that, for the fiscal year commencing on April 1, 2024, there is no appropriation by the Legislature for required expenditures or, where such appropriation exists, it is insufficient;

And whereas the Treasury Board reports that it estimates that the amounts set out in the Schedule to this Order in Council (the “Schedule”) are the amounts for such required expenditures to be incurred by the ministries, offices and authorities set out in the Schedule;

And whereas section 1.0.7 of the Financial Administration Act provides for the issue of a special warrant where a matter arises when the Legislature is not in session that requires an expenditure that has not been authorized by an appropriation or for which the appropriation is insufficient;

And whereas the Legislature is not now in session;

Therefore, pursuant to section 1.0.7 of the Financial Administration Act, special warrants be prepared and signed by Her Honour the Lieutenant Governor, forthwith if the Legislature is not then in session, authorizing expenditures,

1. in the amount of $7,215,800 to be incurred by the Office of the Assembly; and
2. in the amount of $4,200,000,000 to be incurred by the Ministry of Health,

such amounts to be allocated among these ministries, offices and authorities as set out in the Schedule;

And that each special warrant provide that it applies only with respect to the period from the date on which it is issued in the fiscal year commencing on April 1, 2024;
